COMMUNITY ENHANCEMENT, NEIGHBORHOOD REINVESTMENT PROGRAM GRANTS AND CEQA EXEMPTIONS (DISTRICT 4)

OVERVIEW
The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.

RECOMMENDATION(S)
SUPERVISOR NATHAN FLETCHER
1. Allocate $20,000 from the Community Enhancement ARPA Program budget (Org 12905) to DISCO RIOT to support the Queer MVMNT Fest, S P A C E Alliance Artist Residency Program, Choreo &, and ongoing donation-based dance classes. The COVID-19 pandemic created continued challenges for appropriately resourcing programs and the impact of losing affordable and accessible performance venues and rehearsal spaces is still there because of the lingering impact of the pandemic on arts programs.

2. Allocate $20,000 from the Community Enhancement ARPA Program budget (Org 12905) to Noah Homes, Inc. to pay for direct support professionals to accompany residents and community members and reopen these critical Day Care programs and to help pay for the staff time and program costs for the direct care staff to carry out their day care programs that were suspended during the COVID-19 PPE protocols to keep residents safely sheltering in place.

3. Allocate $20,000 from the Community Enhancement ARPA Program budget (Org 12905) to Pacific Arts Movement to help with staffing, facilities, film licensing, equipment, and marketing for the 23rd San Diego Asian Film Festival, to support teaching artists and program expenses for the Reel Voices Youth Documentary Filmmaking Education, and to support staffing, facility, film licensing, and marketing costs for the 12th SDAFF Spring Showcase. Pacific Arts Movement had continued challenges as numerous funding sources have continued to remain scaled back or focused on other initiatives in response to COVID...
