Overview
The San Diego region continues to face a critical and persistent housing crisis that affects residents across all income levels, with the greatest impacts falling on households with the lowest incomes and those at risk of or experiencing homelessness. Challenges including population growth, escalating construction costs, regulatory complexities, and broader market pressure have contributed to the limited supply of affordable homes; however, ongoing efforts across the region continue to support progress toward expanding housing options and improving stability for residents.
In response to this crisis, the San Diego County Board of Supervisors (Board) has strengthened the County of San Diego’s (County) role by directing initiatives that support the creation, preservation, and accessibility of affordable housing. Building on recent housing initiative efforts, the County is moving forward with a comprehensive and sustainable framework, known as the Housing for All Initiative. The Board adopted five overarching housing goals, known as the 5 Ps within the County’s vision of a just, sustainable, and resilient future for all: Promote Equity, Inclusion, and Sustainability; Produce Housing for All; Preserve Vulnerable Housing; Protect Tenants; and Prevent Displacement. The five goals provide a roadmap to expand affordable housing options, keep more people in their homes, improve efficiency, streamline processes, and strengthen engagement with the community.
