Overview
The County of San Diego (County) has long supported efforts to improve healthy births and reduce infant deaths. Title V funding from the California Department of Public Health helps the County provide services that support pregnant and parenting families. These services include improving access to prenatal and postpartum care, connecting families to medical providers, providing support for children with special health care needs, and supporting collaborative efforts to reduce preventable infant deaths.

The County also operates the California Home Visiting Program, which provides in-home support to families who may need extra help during pregnancy and early childhood. These services promote maternal health, child development, positive parenting, and school readiness. In 2025, the State offered additional funding to help local agencies test new approaches to home visiting. The County applied for this Innovation 3.0 award to better support families who face barriers accessing health care or staying engaged in home visiting services. In January 2026, the County received notice that it would receive this funding.

Today's action requests the San Diego Board of Supervisors (Board) accept two funding awards to continue and expand essential services through Title V Maternal and Child Health grant funds of $320,491 for July 1, 2026-June 30, 2027, with the same amount expected each year through June 30, 2029. Also, to accept the Home Visiting Innovation funds for $600,000 for July 1, 2026-June 30, 2027, with the same amount expected each year through June 30, 2029.
