OVERVIEW

The Inmate Welfare Fund (IWF) was established for the purpose of providing for the welfare of incarcerated individuals.  Funds are expended primarily for educational, vocational, and behavioral training necessary to make a positive transition back to the local community. These types of programs are essential to decreasing the rate of recidivism, contributing to the successful reunification of families, and having a direct impact on reducing future criminal behavior.

 

This is a request for the Board of Supervisors to receive an itemized report of expenditures from the Sheriff’s Department Inmate Welfare Fund, as required under California Penal Code section 4025.

 

RECOMMENDATIONS

SHERIFF

Receive the San Diego Sheriff’s Department Fiscal Year 2020-21 report of Inmate Welfare Fund expenditures.

 

EQUITY IMPACT STATEMENT

The Inmate Welfare Fund (IWF) is expended for the purpose of providing for the welfare of incarcerated individuals and to assist them to prepare for positively transitioning back into the community through educational, vocational, and behavioral training. The goal of the IWF programs is to not only support healthy and productive activities and support while individuals are in detention facilities, but to increase their likelihood of successfully reintegrating back into community.  The benefit of the IWF is shared with all incarcerated individuals and they are enrolled in as many programs where they meet eligibility requirements.

 

FISCAL IMPACT

There is no fiscal impact associated with this recommendation. There will be no change in net General Fund cost and no additional staff years.

BACKGROUND

Penal Code section 4025 provides for the administration of an Inmate Welfare Fund. Penal Code section 4025, subdivision (e), requires that an annual itemized report of expenditures be submitted to the Board of Supervisors (Board). This section also states that the money and property deposited in the Inmate Welfare Fund shall be expended by the Sheriff’s Department (Sheriff) primarily for the benefit, education, and welfare of the inmates confined within the jail. The Inmate Welfare Fund revenue for Fiscal Year 2020-21 was derived from excess revenues from the sale of commissary items and inmate telephone calls to the inmates. There will be no charge to incarcerated persons or their families for telephone calls beginning July 1, 2021 and no revenue will received by the Inmate Welfare Fund in Fiscal Year 2021-22.

 

The attached report (Attachment A) is submitted in accordance with the above provision. Expenditures totaling $3,749,846 are offset by revenue in the Inmate Welfare Fund; thereby resulting in no change in net General Fund cost and no additional staff years.

 

Today’s request is for the Board to receive the Sheriff’s Fiscal Year 2020-21 report of Inmate Welfare Fund expenditures.

 

LINKAGE TO THE COUNTY OF SAN DIEGO STRATEGIC PLAN

This request supports the Living Safely Strategic Initiative of the County of San Diego's 2021-2026 Strategic Plan. The Inmate Welfare Fund is expended for the purpose of providing for the welfare, education, and benefit of incarcerated individuals, as well as the vocational and behavioral training to assist with making a positive transition back to the local community. Programs such as these are essential to decreasing the rate of recidivism, contributing to the successful reunification of families, and having a direct impact on reducing future criminal behavior. The wellness programs in the detention facilities provide exercise and wellness education to inmates while advancing the County's Vision of Live Well San Diego.
