AN ORDINANCE AMENDING SECTIONS 84.702 AND 84.705 OF THE SAN DIEGO COUNTY ADMINISTRATIVE CODE RELATING TO THE CHILD AND FAMILY STRENGTHENING ADVISORY BOARD OF SAN DIEGO COUNTY (DISTRICTS: ALL)

OVERVIEW

On December 9, 2025 (06), the Board of Supervisors took action to further consider and adopt the Ordinance on January 13, 2026.

 

The Child and Family Strengthening Advisory Board (CFSAB) of San Diego County serves as an advisory body to the San Diego County Board of Supervisors (Board) on policies, services, and programs affecting children, youth, and families, including those involved in the child welfare and juvenile justice systems.

 

Today’s action requires two steps. On December 9, 2025, the Board is requested to approve amendments to an Ordinance in of the San Diego County Administrative Code relating to the CFSAB (first reading). If the Board approves the recommended actions for December 9, 2025, then on January 13, 2026, the Board is requested to consider and adopt the Ordinance.

 

The purpose of today’s action is to amend the San Diego County Administrative Code to update the provisions related to the composition of the CFSAB. Specifically, the proposed amendments would increase the total number of members to broaden representation and designate one member of the Board of Supervisors as Chair of the CFSAB.

 

RECOMMENDATION(S)

1.                     Consider and adopt the Ordinance (second reading):

AN ORDINANCE AMENDING SECTIONS 84.702 AND 84.705 OF THE SAN DIEGO COUNTY ADMINISTRATIVE CODE RELATING TO THE CHILD AND FAMILY STRENGTHENING ADVISORY BOARD OF SAN DIEGO COUNTY.

 

2.                     Authorize conforming changes to the Child and Family Strengthening Advisory Board bylaws.

This action supports the County’s commitment to advancing equity, inclusion, and accountability in the design and delivery of programs that impact children, families, and over-represented populations in the child welfare and juvenile justice systems.

There is no fiscal impact associated with these recommendations. There will be no change in net General Fund cost and no additional staff years.

ADVISORY BOARD STATEMENT

BACKGROUND

On March 26, 2019 (11) the Board of Supervisors (Board) established the Child and Family Strengthening Advisory Board (CFSAB) to enhance the County’s ability to prevent and respond to child abuse and neglect. The CFSAB ensures comprehensive oversight of the County’s child welfare system and promotes alignment across related advisory functions.

 

The CFSAB was originally established with two members of the Board serving as co-chairs. On May 23, 2023 (27), the Board introduced an amendment that was approved on second reading on June 13, 2023 (04). The amendment revised composition of the CFSAB so that each member of the Board now nominates one constituent to serve as their District representative on the CFSAB, subject to confirmation by the full Board, replacing the prior structure in which two Board members served on the CFSAB.

 

The CFSAB advises the Board on child welfare and related matters, providing recommendations aimed at improving services for children, youth, and families. Since its initial establishment, the roles and responsibilities of the CFSAB have evolved to reflect modern practices, changing demographics, and new legislative requirements.

 

The proposed update to the Administrative Code expands membership in the CFSAB to include a member of the Board of Supervisors as Chair, alongside key partners and stakeholders from the Juvenile Court, the education and healthcare sectors, child welfare, probation, and community advocates.

This action supports the County’s Strategic Initiatives to build better health and Strengthen Families, and Foster a Just, Sustainable, and Resilient Future by promoting inclusive governance, equitable representation, and coordinated systems that support the wellbeing of children and families throughout San Diego County.
