OVERVIEW
In accordance with Board of Supervisors Policy D-7, Out-of-County Business and Related
Guidelines and Processes and Administrative Code section 470, this is a request to approve the San Diego County Sheriff to attend cycle two of a three-cycle session of the Federal Bureau of Investigations (FBI) National Executive Institute (NEI) scheduled for June 10-13, 2024, at the Police Scotland International Academy in the United Kingdom. The NEI focuses on relevant policing issues and coordinates presentations by various experts in the field coupled with facilitated discussion among NEI attendees. During the program, a forum is created where a wide variety of solutions to policing issues are discussed among participating leaders. If approved, travel expenses, including airfare from San Diego to the United Kingdom, transportation within United Kingdom, hotel accommodations and meals over the course of cycle two of the NEI will be covered by the FBI National Executive Institute.
Today’s request is for the San Diego County Board of Supervisors to approve the Sheriff's travel to the United Kingdom to attend as part of the FBI'’s National Executive Institute scheduled for from June 10-13, 2024, to the United Kingdom.

1. Per Administrative Code 470, approve the Sheriff's travel to the United Kingdom for participation in the FBI's National Executive Institute scheduled for June 10-13, 2024.

By participating in high-level executive training, the Sheriff has opportunities to discuss and learn about best practices in leading public safety agencies, which enhances the Sheriff's perspective in approaching issues and developing policies for the betterment of the communities served.

Today's action contributes to the County of San Diego's Sustainability Goal of engaging the community in meaningful ways to foster inclusive and sustainable communities. The Federal Bureau of Investigation's National Executive Institute's (NEI's) priorities and goals for its participants are in line with developing communications and engagement strategies that include language and cultural considerations to ensure equitable delivery of services.
FISCAL IMPACT
There is no direct fiscal impact associated with today’s request. The Sheriff will receive regular salary and benefits and incur no overtime will be incurred as a result of this trip. Travel expenses, including roundtrip airfare from San Diego to the United Kingdom, transportation within United Kingdom, hotel accommodations, and meals over the course of participation in cycle two of the NEI will be covered by the FBI National Executive Institute. There will be no change in the net General Fund cost and no additional staff years.

BACKGROUND
In the mid-1970s, the International Association of Chiefs of Police (IACP) and the Los Angeles Police Department conducted an in-depth study on police chief executives. The study identified a crucial need for executive-level training on many contemporary law enforcement issues. In response, the Federal Bureau of Investigation (FBI) National Executive Institute (NEI) was created and endorsed by the Major Cities Chiefs Association (MCCA). NEI participants comprised of leaders from various large law enforcement agencies, to include the FBI, federal law enforcement partners, military criminal investigative branches, and international police departments.
The NEI is held over the course of a year in three (3) intensive one-week cycles with approximately 50 participants in each session. As of 2022, over 1,600 executives have graduated from the NEI. To address participants’ current training needs, FBI program managers contact each student and ask, “What are the top three things that matter to you as the chief executive of a law enforcement agency?” Current issues include recruitment and retention of quality employees, officer wellness and resilience, and trust and legitimacy with the public. Responses are tallied and used to guide the opening discussions for each training program. In any given class, there are about 1,300 to 1,500 years of combined law enforcement and leadership experience. Identifying challenges and discussing solutions, personal experiences, and best practices helps break the ice and enables the class to create an atmosphere of trust, team building, and problem-solving.
Departments of all sizes and their leaders have unique challenges, cultures, and characteristics thus resulting in classroom and after-hours discussions that are individualized to each group. Presentations and discussions are broadly based on four pillars common to many contemporary FBI training programs: identifying emerging trends, enhancing partnerships, promoting wellness, and seeking innovation.
The FBI National Executive Institute Session 47 will hold their first cycle on March 4-7, 2024, at the FBI Academy in Quantico Virginia, the second cycle will be held on June 10-13, 2024 at the Police Scotland International Academy in the United Kingdom, and the third cycle will be held on September 23-26, 2024 in Colonial Williamsburg, Virginia. If approved, the Sheriff will be able to participate in the second cycle of Session 47 of the FBI National Executive Institute, which is an integral part of the entire National Executive Institute curriculum and experience.
LINKAGE TO THE COUNTY OF SAN DIEGO STRATEGIC PLAN
Today’s proposed action supports the Empower and Community Engagement Strategic Initiative of the County of San Diego’s 2024 - 2029 Strategic Plan by providing training and information sharing opportunities for the Sheriff's Department, enabling its personnel to better serve and protect the residents of San Diego County, while developing strong, collaborative relationships with law enforcement leaders in the world.
