COMMUNITY ENHANCEMENT, NEIGHBORHOOD REINVESTMENT PROGRAM GRANTS AND CEQA EXEMPTIONS (DISTRICT: 1)

OVERVIEW

The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.

 

RECOMMENDATION(S)

VICE-CHAIR NORA VARGAS

1.                     Allocate $35,000 from the Community Enhancement Program budget (Org 12900) to City of National City to provide support for National City's Kimball Holiday by funding holiday lights and a pine tree next to City Hall, securing a Ferris wheel, an LED-light up dance floor, Santa's chair, as well as hiring Santa, Mrs. Clause, and Grinch actors.

2.                     Allocate $25,000 from the Community Enhancement Program budget (Org 12900) to The Environmental Health Coalition to fund a development consultant to plan a community celebration in January 2023 that will honor the legacy of environmental justice in our region.

3.                     Allocate $12,500 from the Community Enhancement Program budget (Org 12900) to Hispanas Organized for Political Equality - California to fund a youth leadership program of 4-6 students plus chaperon participate in cohort 1 of the HOPE Youth Leadership Program (HYLP).

4.                     Allocate $15,000 from the Community Enhancement Program budget (Org 12900) to Kiwanis Club of Bonita Foundation to provide support for children experiencing homelessness and victims of trafficking in partnership with Mary's Guest House, Stand Up for Kids, and Youth Assistance Coalition by providing supplies, clothing, food, sanitary facilities, and counseling services. Funds also benefit underserved children by purchasing bicycles, helmets, and supplies, and by providing bicycle safety instruction to children and parents. Funds also support their Tee Off for Kids Golf Tournament event.

5.                     Allocate $75,000 from the Community Enhancement Program budget (Org 12900) to San Diego Bowl Game Association to support The Holiday Bowl to help drive economic impact for the San Diego region, and to support Sports San Diego by driving visitor demand to economically benefit the region through recruiting, supporting, and hosting world-class sports events.

6.                     Allocate $7,000 from the Community Enhancement Program budget (Org 12900) to San Diego Parks Foundation to support outreach and marketing to underrepresented neighborhoods for programming, to promote increased access to local parks, and informing youth and families about community resources at local parks. Funds also support the Undertow Golf Event in February 2023.

7.                     Allocate $55,000 from the Community Enhancement Program budget (Org 12900) to Sherman Heights Community Center Corporation to support their Dia de los Muertos Celebration that includes onsite altars, craft workshops, school tours, hands-on activities, activity guide, neighborhood altars, youth celebrations, and community procession. Funds also support a youth program that engages with a variety of programming including homework assistance, access to computers, bilingual books, STEAM, crafts, storytelling, exercise and snacks. Funds also support the Barrios Limpios program to engage the community on beautification projects, neighborhood cleanups, and outdoor artwork. Funds also support the Dia de las Madres Concert event featuring Bolero music to honor, celebrate, and give thanks to maternal figures in the community. Funds also support a food distribution program.

8.                     Allocate $10,000 from the Community Enhancement Program budget (Org 12900) to Social and Environmental Entrepreneurs (SEE), Inc. d.b.a. The Veterans Art Project to support art classes with art therapy at the Chula Vista Veterans Center to benefit veterans, spouses, dependents, caregivers, active-duty servicemembers, and community members.

9.                     Allocate $8,000 from the Community Enhancement Program budget (Org 12900) to Sprockids San Diego to provide funding for staff support, outreach, and operating expenses to help spur programmatic growth and expansion into South Bay communities including full or partial program fee waivers to families who experience financial hardship.

10.                     Allocate $50,000 from the Community Enhancement Program budget (Org 12900) to Third Avenue Village Association d.b.a. Downtown Chula Vista Association to fund operations and developing a programming schedule including community-driven events that are culturally resonant to benefit the economic footprint of Third Avenue in Downtown Chula Vista.

11.                     Allocate $20,000 from the Community Enhancement Program budget (Org 12900) to TransFamily Support Services to provide funding for youth programming which include no-cost, supportive interventions to stimulate positive mental and behavioral health among transgender and gender non-binary youth. Funds also supports providing educational support and resources for youth residing in Spanish-speaking communities.

12.                     Allocate $15,000 from the Neighborhood Reinvestment Program budget (Org 15650) to AMVETS Department of California Service Foundation d.b.a. AMVETS to provide support for AMVETS Welcome Home Program with funding to purchase home furnishings, bedding, pillows, and household items such as dishes, pots, and pans to benefit formerly homeless Veterans in San Diego.

13.                     Allocate $20,000 from the Neighborhood Reinvestment Program budget (Org 15650) to Bonitafest Melodrama Teatro Pastorela to provide funding towards the repair and relocation of Bonita's "Glarf" statues, including rental of moving and heavy lifting equipment, purchase of construction materials, and fees for specialized services needed to facilitate the capital project such as concrete sawing, security, and transit costs.

14.                     Allocate $38,096 from the Neighborhood Reinvestment Program budget (Org 15650) to Cesar Chavez Service Clubs, Inc. to provide funding for one-time technology upgrades including new laptops, printers, video equipment, office supplies and materials, and outdoor activity supplies such as canopies, beverage coolers, and a megaphone.

15.                     Allocate $50,000 from the Neighborhood Reinvestment Program budget (Org 15650) to Chula Vista Elementary School District to provide support for the school district’s new, hands-on, engaging learning classroom Sound Station. Funds will be used to purchase musical instruments, sound recording equipment, and support capital improvements to the facility such as painting and installation of wiring for connectivity to enhance student learning and achievement.

16.                     Allocate $11,605 from the Neighborhood Reinvestment Program budget (Org 15650) to The Environmental Health Coalition for one-time technology upgrades, including the purchase of laptops, wireless mice, HDMI cables, docking stations, charging cables, Adobe software, and LightBox LandVision software licenses for staff to advance environmental justice initiatives throughout our region.

17.                     Allocate $6,500 from the Neighborhood Reinvestment Program budget (Org 15650) to The Friends of Chula Vista Parks and Recreation to purchase material, tools, safety equipment, and lumber allowing students from grades 3-12 to build and age-appropriate trebuchet to test their design skills in a STEAM-based pumpkin throwing contest.

18.                     Allocate $10,000 from the Neighborhood Reinvestment Program budget (Org 15650) to The Grandparents Connection to provide funding towards the acquisition of equipment and supplies, needed for the annual picnic including tents and canopies, BBQ grills, storage tubs, DJ audio equipment, power generators, a popcorn machine, and a cotton candy machine.

19.                     Allocate $18,260 from the Neighborhood Reinvestment Program budget (Org 15650) to Jewish Family Service of San Diego to help purchase equipment that will increase storage efficiency and food utilization, improve community distributions, allow staff to enroll clients in CalFresh benefits and other benefit programs to improve their current circumstances. Equipment purchases include computers, a wireless speaker, storage container and ramp, food sealer, canopies, tablets, and storage racks.

20.                     Allocate $25,000 from the Neighborhood Reinvestment Program budget (Org 15650) to Murphy’s Produce With Purpose to provide packaged fresh produce to food insecure community members in South Bay San Diego. Funding includes costs to purchase food tents and equipment, boxes and materials to package food, and flyers.

21.                     Allocate $55,500 from the Neighborhood Reinvestment Program budget (Org 15650) to Pillars of the Community to fund the construction of a community oasis and water conservation garden in Southeast San Diego.

22.                     Allocate $25,000 from the Neighborhood Reinvestment Program budget (Org 15650) to San Diego Mountain Biking Association to provide funding to purchase tools, supplies, and materials needed for maintenance and support projects at the Sweetwater Bike Park and the Greg Cox Bike Park. Funding also includes support for materials and building supplies for the Otay Valley Regional Park Boardwalk Project. Funding will also purchase a plate compactor for use on trail improvements throughout the county.

23.                     Allocate $30,000 from the Neighborhood Reinvestment Program budget (Org 15650) to San Diego Oasis to provide support for their Bridging the Digital Divide program benefitting low-income seniors by a one-time technology investment to purchase tablets and to establish internet connections for seniors.

24.                     Allocate $7,500 from the Neighborhood Reinvestment Program budget (Org 15650) to Spring Valley Community Alliance to fund the artistic wrapping of utility boxes to beautify and enhance the neighborhood deterring vandalism.

25.                     Allocate $6,000 from the Neighborhood Reinvestment Program budget (Org 15650) to Sprockids San Diego to provide funding towards the purchase of bicycles, helmets, and other bike-related materials for youth to use during Sprockids events and programs.

26.                     Allocate $10,000 from the Neighborhood Reinvestment Program budget (Org 15650) to WalkSanDiego d.b.a. Circulate San Diego to help purchase office and employee equipment such as lectern with speaker, mic jack for iPhone, photo board printing costs, and branded hats and t-shirts. Funding also includes one-time website upgrades such as QR code software Adobe software, website redesign costs, online support software, one-time costs for cloud storage upgrades, and e-communication software.

27.                     Find that all the grants serve a public purpose.

28.                     Authorize the Deputy Chief Administrative Officer/Chief Financial Officer to enter into agreements and make minor amendments to agreements that do not change the purpose or amount of the grant to organizations awarded funds.

29.                     Find that the proposed grant fund allocations to Bonita Melodrama Teatro Pastorela, Chula Vista Elementary School District, Pillars of the Community, San Diego Mountain Biking Association, Spring Valley Community Alliance are exempt from review under the California Environmental Quality Act (CEQA) by Section 15301 of the CEQA Guidelines.

We recognize the systemic impacts that inequitable policies may create for residents in San Diego County. Find that these proposed allocations of funds are intended to improve the quality of life throughout the County by providing funds for non-profits and local agencies whose work addresses inequities, promotes quality of life and improves outcomes that align with the vision of our county. Organizations and agencies were chosen based on their location or the demographics they serve with a focus on organizations and agencies that focus on vulnerable community members, youth and seniors, and other inclusive community events. The organizations that were chosen work to promote a sense of belonging and utilize equity in their operations, outreach, and programs. Their supporting documents were reviewed as well as impact reports and community testimony.

FISCAL IMPACT

Funds for these grant requests are included in the Fiscal Year 2022-23 Operational Plan for Community Enhancement Program budget (Org 12900) and Neighborhood Reinvestment Program budget (Org 15650). The fiscal impact of these recommendations is $312,500 from the Community Enhancement Program budget (Org 12900) and $328,461 from the Neighborhood Reinvestment Program budget (Org 15650) totaling $640,961. The funding sources are Transient Occupancy Tax Revenues and General Purpose Revenue. There will be no change in net General Fund cost and no additional staff years.

BACKGROUND

City of National City
National City is our region’s second oldest city, formally incorporated in 1887. National City is centrally located in our region, with proximity to San Diego Bay, downtown San Diego, rail service, San Diego State University and other colleges, and the international border. Today’s allocation of $35,000 to the City of National City will

The Environmental Health Coalition
Since 1980, The Environmental Health Coalition has defended the right to live in healthy and sustainable communities. They empower people, organize communities, and achieve justice. Through leadership development, organizing and advocacy, EHC improves the health of children, families, neighborhoods, and the natural environment in the San Diego/Tijuana region. The cumulative impacts of environmental, social, political, and economic vulnerabilities that affect quality of life inspires their work. Today’s allocation of $25,000 from the Community Enhancement Program budget to The Environmental Health Coalition will provide
funding for a development consultant to plan a community celebration in January 2023 that will honor the legacy of environmental justice in our region. Today’s allocation of $11,605 from the Neighborhood Reinvestment Program budget to The Environmental Health Coalition will provide funding for one-time technology costs to purchase laptops, wireless mice, HDMI cables, docking stations, charging cables, Adobe software, and LightBox LandVision software licenses for staff to advance environmental justice initiatives throughout our region.

Hispanas Organized for Political Equality (HOPE)
Hispanas Organized for Political Equality is a non-profit, nonpartisan organization committed to ensuring political and economic parity for Latinas through leadership, advocacy, and education to benefit all communities and the status of women. They have focused on empowering communities through advocacy, Latina leadership training, and increasing knowledge on the contributions Latinas have made to advance the status of women for the past 30 years. Today’s allocation of $12,500 to Hispanas Organized for Political Equality - California will provide funds towards
a youth leadership program of 4-6 students plus chaperon participate in cohort 1 of the HOPE Youth Leadership Program (HYLP). The program consists of 4 sessions, 2 taking place in San Diego, 1 in Los Angeles, and 1 in Sacramento. Funds also support Latina History Day that would bring a group of 10 Latina College students to Latina History Day on March 10, 2023. The program will include professional development activities, cover transportation and registration fees. HOPE will host an orientation for students in February 2023 in District 1.

Kiwanis Club of Bonita Foundation
The Kiwanis Club of Bonita Foundation was created in 2014 as the charitable foundation arm of the Kiwanis Club of Bonita. As part of the Kiwanis International organization, their members are dedicated to serving the children of the world. Kiwanis members dedicate more than 18 million service hours each year to strengthen communities and serve children by raising funds through various causes and participate in service projects. Today’s allocation of $15,000 to Kiwanis Club of Bonita Foundation
will provide support for children experiencing homelessness and victims of trafficking in partnership with Mary's Guest House, Stand Up for Kids, and Youth Assistance Coalition by providing supplies, clothing, food, sanitary facilities, and counseling services. The San Diego Bowl Game Association is a nonprofit organization which produces the San Diego County Credit Union Holiday Bowl and a year-round festival of events. For over 40 years, the Holiday Bowl has played a significant economic role in the success of San Diego’s tourism industry. Since its inception in 1978, the San Diego Bowl Game Association has created an economic impact of $1 billion for the region. Today’s allocation of $75,000 to San Diego Bowl Game Association to support The Holiday Bowl to help drive economic impact for the San Diego region, and to support Sports San Diego by driving visitor demand to economically benefit the region through recruiting, supporting, and hosting world-class sports events.

San Diego Parks Foundation
The San Diego Parks Foundation was established in 2018 to improve the quality of life of communities throughout the City of San Diego through equitable investments in parks, greenspace, and recreational opportunities. This support helps foster community health and connection by providing opportunities for exercise, spending time in nature, social interaction, and accessing resources. Today’s allocation of $7,000 to San Diego Parks Foundation will support outreach and marketing to underrepresented neighborhoods for programming, to promote increased access to local parks, and informing youth and families about community resources at local parks. The Sherman Heights Community Center (SHCC) was founded in 1984 and serves about 40,000 residents a year who live in Sherman Heights and the nearby communities of Grant Hill, Logan Heights, Barrio Logan, San Ysidro and other South Bay communities. Since opening their doors in 1994, they’ve become a place for people of all ages to gather and receive needed services in the heart of their own community. Their mission is to foster community through education, cultural enrichment, health promotion, and personal development. They cultivate life lessons and skills through drills, adventures, and games that highlight fun and play are key to long lasting learning. Today’s allocation of $8,000 from the Community Enhancement Program budget to Sprockids San Diego will provide funding for staff support, outreach, and operating expenses to help spur programmatic growth and expansion into South Bay communities including full or partial program fee waivers to families who experience financial hardship. Today’s allocation of $6,000 from the Neighborhood Reinvestment Program budget to Sprockids San Diego will provide funding towards the purchase of bicycles, helmets, and other bike-related materials for youth to use during Sprockids events and programs.

Third Avenue Village Association d.b.a. Downtown Chula Vista Association
The Third Avenue Village Association d.b.a. Downtown Chula Vista Association is a non-profit public benefit corporation that was established to oversee and expedite the revitalization and beautification of Chula Vista’s original neighborhood. The Association represents the property owners and businesses of Third Avenue, and advocates on behalf of its members’ best interests in the areas of public safety, beautification, promotion, and economic development while preserving the unique cultural resources that exist along Third Avenue. Today’s allocation of $50,000 from the Community Enhancement Program budget will provide support
for operations and developing a programming schedule including community-driven events that are culturally resonant to benefit the economic footprint of Third Avenue in Downtown Chula Vista.

TransFamily Support Services
TransFamily Support Services is committed to a diverse, inclusive, and equitable environment where all clients, staff, volunteers, and board members feel respected and valued regardless of race, age, ethnicity, national origin, gender identity, gender expression, sexual orientation, disability, education, or any other bias. They are committed to modeling diversity, inclusion, and equity and maintaining fair and equal treatment for all. TransFamily Support Services offers Family Engagement Services, Training & Education, Speaker Services, and Support Groups. Today’s allocation of $20,000 to TransFamily Support Services
will provide funding for youth programming which include no-cost, supportive interventions to stimulate positive mental and behavioral health among transgender and gender non-binary youth. Funds also supports providing educational support and resources for youth residing in Spanish-speaking communities.

AMVETS Department of California Service Foundation d.b.a. AMVETS
AMVETS Department of California Service Foundation provides support for the AMVETS Department of California and ensures resources are available to the men and women who have served our great nation, and to enhance the mental, physical, and social well-being of all veterans in California. Today’s allocation of $15,000 will support AMVETS Department of California Service Foundation’s efforts
to provide support for AMVETS Welcome Home Program with funding to purchase home furnishings, bedding, pillows, and household items such as dishes, pots, and pans to benefit formerly homeless Veterans in San Diego.

Bonitafest Melodrama Teatro Pastorela
Founded in 1978, the Bonitafest Melodrama is an original historical musical-theater project designed to celebrate the unique culture and people of the South County. It is educational in nature and always based on actually San Diego County history. It creates meaningful performing arts opportunities for community members of all ages, and never charges participation fees. This allows low-income, underserved community members to join in. This year marks the 45
th year of the Bonitafest Melodrama, making it the largest-running theatre production in the County. It has served hundreds of performing artists and many thousands of audience members. Bonitafest Melodrama serves as the fiscal agent for all other Bonitafest events and shares leadership. Today’s allocation of $20,000 to Bonitafest Melodrama Teatro Pastorela will provide funding towards the repair and relocation of Bonita's "Glarf" statues, including rental of moving and heavy lifting equipment, purchase of construction materials, and fees for specialized services for the capital project such as concrete sawing, security, and transit costs.

Cesar Chavez Service Clubs, Inc.
Founded in 2000, Cesar Chavez Service Clubs, Inc. is dedicated to teaching our youth to believe in themselves and to know that they can make a difference. They offer innovative leadership development programs active in many schools throughout the region, built on the values of Cesar Chavez and are designed to engage service club members in leadership and community service activities. Today’s allocation of $38,096 to Cesar Chavez Service Clubs will provide one-time funding towards technology upgrades including new laptops, printers, video equipment, office supplies and materials, and outdoor activity supplies such as canopies, beverage coolers, and a megaphone.

Chula Vista Elementary School District
For 130 years, the Chula Vista Elementary School District has aimed to provide an excellent education and to nurture every student’s imagination, intellect, and sense of inquiry. Students experience a rigorous 21
st century learning environment with high-quality instruction, a technology-based curriculum, innovative programming, and strong visual and performing arts. Today’s allocation of $50,000 to Chula Vista Elementary School District will provide support for the school district’s new, hands-on, engaging learning classroom Sound Station. Funds will be used to purchase musical instruments, sound recording equipment, and support capital improvements to the facility such as painting and installation of wiring for connectivity to enhance student learning and achievement.

The Friends of Chula Vista Parks and Recreation
Established in 2004, The Friends of Chula Vista Parks and Recreation is a non-profit organization, whose mission is to promote and assist recreational projects and programs in the community, by raising funds, identifying resources, and coordinating services, all with an emphasis on youth. Working with the City of Chula Vista’s Recreation Department, the Friends have evolved to meet the changing demographics, needs, and desires in the community. Today’s allocation of $6,500 to Friends of Chula Vista Parks and Recreation will provide funds

The Grandparent’s Connection, Inc.
The Grandparent’s Connection, Inc. is a group of grandparents offering support to grandparents and relatives in raising children under the age of 18. Support is provided in the form of events with open discussions and guest speakers who focus on issues affecting grandparents, and they provide school clothing and backpacks, educational supplies, mentoring, computer classes, support for family emergencies, and more. Jewish Family Service of San Diego
Founded in 1918, Jewish Family Service of San Diego is a client-centered, impact-driven organization working to build a stronger, healthier, more resilient San Diego. Serving nearly 40,000 clients, including over 17,000 asylum seekers, they are one of San Diego’s most impactful non-profit human services agencies. They partner with people of all backgrounds to build stable and dignified lives. Today’s allocation of $18,260 to Jewish Family Service of San Diego
will help purchase equipment that will increase storage efficiency and food utilization, improve community distributions, allow staff to enroll clients in CalFresh benefits and other benefit programs to improve their current circumstances. Today’s allocation of $25,000 to Murphy’s Produce With Purpose
will provide packaged fresh produce to food insecure community members in South Bay San Diego. Funding includes the cost to acquire food, tents and equipment, boxes and materials to package food, and flyers.

Pillars of the Community
Pillars of the Community is committed to embracing and celebrating the historic, rich, and diverse culture of Southeast San Diego. They strive to counter the criminalization of communities through community organization, leadership development, and strategic partnerships, and are dedicated to helping those affected by the criminal justice system. Today’s allocation of $55,500 to Pillars of the Community will provide funding towards the construction of a community oasis and water conservation garden in Southeast San Diego.

San Diego Mountain Biking Association
The San Diego Mountain Biking Association (SDMBA) is a volunteer-driven, non-profit organization dedicated to maintaining and improving sustainable trail access for mountain biking in San Diego County. Formed in 1994, SDMBA is one of the largest regional trail advocacy organizations in the US with more than 1,400 members. They were honored as the 2020 Community Member of the Year by the San Diego County Parks and Recreation Department. Today’s allocation of $25,000 to San Diego Mountain Biking Association will provide funds to purchase tools, supplies, and materials needed for maintenance and support projects at the Sweetwater Bike Park and the Greg Cox Bike Park. Funding also includes support for materials and building supplies for the Otay Valley Regional Park Boardwalk Project. Funding will also purchase a plate compactor for use on trail improvements throughout the county.

San Diego Oasis
The mission of San Diego Oasis is to ensure that adults age 50+ have opportunities to pursue vibrant, healthy, productive and meaningful lives. They seek to positively impact their lives through partnerships to share knowledge, offer evidence- and research-based programs, conduct evaluations and adapt to meet the needs of diverse audiences. Their approach includes the following key areas: Lifelong Learning, Health and Wellness, and Community Involvement through intergenerational programs. Today’s allocation of $30,000 to San Diego Oasis
will provide support for their Bridging the Digital Divide program benefitting low-income seniors by providing funds for a one-time technology investment to purchase tablets, and establish internet access.

Spring Valley Community Alliance
Spring Valley Community Alliance works toward strengthening the community and passionately advocating for everyone who lives and works in Spring Valley. Their vision is for a diverse, healthy, and safe Spring Valley where residents are committed to the prosperity of their community. Today’s allocation of $7,500 to Spring Valley Community Alliance
to fund the artistic wrapping of utility boxes to beautify and enhance the neighborhood deterring vandalism.

WalkSanDiego d.b.a. Circulate San Diego
WalkSanDiego d.b.a. Circulate San Diego was created in 2014 by the merger of WalkSanDiego and Move San Diego. While working in the same neighborhoods toward similar goals, the organizations saw an opportunity to better serve the San Diego region by coming together to advocate for better transportation and more sustainable land use choices. They partner with local governments, school districts, private planning firms, and other nonprofits to create planning and community engagement programs. Today’s allocation of $10,000 to Circulate San Diego
to help purchase office and employee equipment such as lectern with speaker, mic jack for iPhone, photo board printing costs, and branded hats and t-shirts. Funding also includes one-time website upgrades such as QR code software Adobe software, website redesign costs, online support software, one-time costs for cloud storage upgrades, and e-communication software.

LINKAGE TO THE COUNTY OF SAN DIEGO STRATEGIC PLAN

Today’s proposed actions to approve the grant allocations for the Neighborhood Reinvestment and Community Enhancement Programs supports the Sustainability, Community, and Equity Initiatives in the County of San Diego’s 2022-2027 Strategic Plan by providing an opportunity for the Board of Supervisors to assist non-profits and public agencies’ programs and services that stimulate tourism, promote the economy, create jobs, enhance a better quality of life, and/or fund one-time community, social, environmental, educational, cultural, or recreational needs that serve public purposes in the county.
