OVERVIEW

Community Enhancement American Rescue Plan Act, Community Enhancement and Neighborhood Reinvestment Program funding assists nonprofit organizations in providing essential services to citizens of San Diego County. Reinvesting taxpayer money in worthwhile organizations is a benefit to the citizens and communities of North County.

 

RECOMMENDATION(S)

SUPERVISOR JIM DESMOND

 

1.                     Allocate $130,000 from Community Enhancement American Rescue Plan Act Program budget (Org 12905) to the Borrego Springs Chamber of Commerce to address the economic impact of the COVID-19 pandemic on business activity to support the vitality of operations by providing funds for the Borrego Days Desert Festival, Farmer’s Market, employment, communication services for public and visitor information, software, maintenance and operation cost.

 

2.                     Allocate $29,250 from Community Enhancement American Rescue Plan Act Program budget (Org 12905) to the Escondido Choral Arts Foundation to address the economic impact of the COVID-19 pandemic on the arts to support the vitality of operations by providing funds for concert orchestra players, pianist, conductor positions for the Children’s Chorus and The Center Chorale.

 

3.                     Allocate $100,000 from Community Enhancement American Rescue Plan Act Program budget (Org 12905) to the Fallbrook Senior Citizen’s Service Club to address the economic impact of the COVID-19 pandemic on health services to support seniors by providing funds for the Home-Delivered Meals Program which provides meals to home-bound seniors in the areas of Fallbrook, Bonsall and Rainbow Valley.

 

4.                     Allocate $14,371 from Community Enhancement American Rescue Plan Act Program budget (Org 12905) to the YMCA of San Diego County will help to address the economic impact of the COVID-19 pandemic on recreational activity to support the vitality of operations by providing funds for facility, instructor and lessons cost for swim safety lessons for children.

 

5.                     Allocate $40,000 from Community Enhancement Program budget (Org 12900) to Bese Saka Community Development Corporation to support two staff positions to help with the establishment of a rural water system for fire safety and community use in Ranchita.

 

6.                     Allocate $50,000 from Community Enhancement Program budget (Org 12900) to the Burn Institute to support Fire Safe Seniors including smoke alarms, Fire Safe Kids and Youth Firesetter Intervention Program that promote fire safety for seniors and children.

 

7.                     Allocate $40,000 from Community Enhancement Program budget (Org 12900) to Christmas Circle Community Park to help with park maintenance cost located at 700 Palm Canyon Drive, Borrego Springs, CA 92004.

 

8.                     Allocate $30,000 from Community Enhancement Program budget (Org 12900) to the Fallbrook Village Association for their daily operation and maintenance cost of the Vince Ross Village Square, Pico Promenade, Jackie Heyneman Park, Railroad Heritage Park and brochures to promote the public use of the parks and venues.

 

9.                     Allocate $30,000 from Community Enhancement Program budget (Org 12900) to The Foundation for Senior Wellbeing to support the Senior Information and Resource Center and Senior Crisis Fund for low-income seniors in North San Diego County.

 

10.                     Allocate $20,000 from Community Enhancement Program budget (Org 12900) to Move Your Feet Before You Eat Foundation to support free entries to Title 1 students to participate in the O’side Turkey Trot including printing and t-shirt cost.

 

11.                     Allocate $25,000 from Community Enhancement Program budget (Org 12900) to the North County Education Foundation, Inc. dba Classical Academies Foundation to support Super STEM Saturday event, Musical Theater venue cost and play equipment for a school site located at 2020 University Drive, Vista, CA 92083.

 

12.                     Allocate $50,000 from Community Enhancement Program budget (Org 12900) to Rancho Buena Vista Band and Pageantry Boosters, Inc. to support the Instrument Enhancement Program and the After School Music Program with the purchase of instruments and coaching to expand access to music education.

 

13.                     Allocate $50,000 from Community Enhancement Program budget (Org 12900) to the Valley Center Chamber of Commerce to support operational, outreach and technology cost for the Public Awareness Safety Campaign and Betterment of Business Climate of Valley Center.

 

14.                     Allocate $20,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Armed Services YMCA of the U.S.A. dba Armed Services YMCA Camp Pendleton to purchase toys and bicycles to support Camp Pendleton’s Holiday Program.

 

15.                     Allocate $50,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Devil Pups, Inc. to help with cost for uniforms, training manuals, challenge coins and awards for character building camps for students.

 

16.                     Allocate $53,200 from Neighborhood Reinvestment Program budget (Org 15670) to the El Caballo Park Conservancy, a Nonprofit Public Benefit Corporation for increasing the usability of the public park to help with capital cost including a tractor, installation of bleacher seating, portable generator, gate, pop-up tent, table covers, easels, banners and one-time website cost located at El Caballo Park near 3410 E. Valley Parkway, Escondido, CA 92027.   

 

17.                     Allocate $35,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Escondido Sunrise Rotary, Inc. to support the Grape Day 5K Walk event by purchasing printed materials, t-shirts, medals, electronic timing devices, and software.

 

18.                     Allocate $75,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Fallbrook Land Conservancy to assist with the construction of a storage building for preserve maintenance located at 1815 South Stage Coach Lane, Fallbrook, CA 92028.

 

19.                     Allocate $50,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Fallbrook Village Association to further develop the Railroad Heritage Park including architectural design and concepts and park development such as wall installation, handrails, trees, plants, benches, tables, lighting, signage, flooring, fence and trash cans located at 127 West Elder, Fallbrook, CA 92028.

 

20.                     Allocate $100,000 from Neighborhood Reinvestment Program budget (Org 15670) to The Friends of the Fallbrook Community Center to assist with the purchase and installation of technology cost including audio video presentation systems, sound reinforcement system, ASL system, video recorder, projector, projector screens, monitors, microphones, speakers and internet configuration located at 341 Heald Lane, Fallbrook, CA 92028 to improve outreach and service to the community.

 

21.                     Allocate $16,000 from Neighborhood Reinvestment Program budget (Org 15670) to Just in Time for Foster Youth to help with capital cost such as construction, wiring, office equipment, printer, paint, cabinets, doors, flooring and counters located at 4560 Alvarado Canyon Rd. Ste 2G San Diego, CA 92120 to serve foster youth throughout San Diego County.

 

22.                     Allocate $75,000 from Neighborhood Reinvestment Program budget (Org 15670) to North County Education Foundation, Inc. dba Classical Academies Foundation to help with one-time student safety improvement cost and installation including school intercoms, Stop the Bleed kits, security cameras, bullet resistant door film, Lockblock door devices, visitor management system and emergency app located at 2020 University Drive, Vista, CA 92083 and 130 Woodward Avenue, Escondido, CA 92025.

 

23.                     Allocate $10,000 from Neighborhood Reinvestment Program budget (Org 15670) to Promote Valley Center to support the Christmas in the Valley, Western Days Festival and Veterans Day event with the purchase of t-shirts, promotional merchandise, jump houses, generator and supplies such as gingerbread houses, face painting tools, wreaths and flags.

 

24.                     Allocate $33,768 from Neighborhood Reinvestment Program budget (Org 15670) to the San Diego Discovery Children’s Museum to assist with the purchase and installation of a new roof for visitors located at 320 N. Broadway, Escondido, CA 92025.

 

25.                     Allocate $116,388 from Neighborhood Reinvestment Program budget (Org 15670) to the Valley Center Fire Protection District for lifesaving equipment including chest compression devices and portable radios with ancillary accessories for firefighter to provide safe communications.

 

26.                     Establish appropriations of $336,512 in the Community Enhancement Program budget (Org 12900) based on unused portions of prior allocation to be allocated to future projects in Fiscal Year 2022-23. (4 VOTES)

 

27.                     Find that these grants have a public purpose and that those grants awarded using American Rescue Act Program funds are needed to address a negative economic or public health impact of the COVID-19 pandemic.

 

28.                     Authorize the Deputy Chief Administrative Officer/Chief Financial Officer to execute grant agreements with the organizations awarded grants establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grants but do not increase the grants.

 

29.                     Find that the allocations to the North County Education Foundation, Inc. dba Classical Academies Foundation, El Caballo Park Conservancy, a Nonprofit Public Benefit Corporation, Fallbrook Land Conservancy, Fallbrook Village Association Inc., The Friends of the Fallbrook Community Center, Just in Time for Foster Youth, and the San Diego Discovery Children’s Museum are exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines.

 

EQUITY IMPACT STATEMENT

These proposed allocations of funds are intended to improve the quality of life throughout the County by providing funds for nonprofits whose work addresses inequities by providing services to all with an emphasis on underserved communities. The organizations that were chosen work to promote a sense of belonging and utilize equity in their operations, outreach and programs.

 

SUSTAINABILITY IMPACT STATEMENT

The proposed allocation of funds will contribute to the overall sustainability of the region by providing funding to organizations that align with the County of San Diego Sustainability Goals by engaging the community, provide just and equitable access, transition to a green and carbon-free economy, protect the health and wellbeing of the community members, protect water, ecosystems, habitats, biodiversity and/or reduce pollution and waste.

 

FISCAL IMPACT

Funds for this request are included in the Fiscal Year 2022-2023 Operational Plan for the Community Enhancement ARPA Program budget (Org 12905), Community Enhancement Program budget (Org 12900) and the Neighborhood Reinvestment Program (Org 15670). The fiscal impact of these recommendations is $273,621 from the Community Enhancement ARPA Program budget (Org 12905), $335,000 from the Community Enhancement Program budget (Org 12900) and $634,356 from the Neighborhood Reinvestment Program budget (Org 15670) totaling $1,242,977. The funding sources are American Rescue Plan Act, Transient Occupancy Tax Revenues and General Purpose Revenue. There will be no change in net General Fund cost and no additional staff years.

BACKGROUND

 

Borrego Springs Chamber of Commerce

The Borrego Springs Chamber of Commerce and Welcome Center is central hub for information in Borrego Springs and the surrounding unincorporated area of San Diego. They are essential to general regionwide economic development and tourism. Today’s allocation of $130,000 will help the Borrego Springs Chamber of Commerce to address the economic impact of the COVID-19 pandemic on business activity to support the vitality of operations by providing funds for the Borrego Days Desert Festival, Farmer’s Market, employment, communication services for public and visitor information, software, maintenance and operation costs. The COVID-19 pandemic adversely impacted regional fundraising and business activity. This funding will help the region continue to recover from the adverse impacts of the pandemic on business activity.

 

Escondido Choral Arts Foundation

Escondido Choral Arts Foundation provides a program of vocal music to further choral arts and music education in the community for both children and adults through the Center Chorale and the Center Children's Chorus. Presenting high quality musical performances at community venues enriches the lives of performers and audiences alike creating an opportunity for residents and tourists to experience the arts. Today’s allocation of $29,250 will help the Escondido Choral Arts Foundation to address the economic impact of the COVID-19 pandemic on the arts to support the vitality of operations by providing funds for concert orchestra players, pianist, conductor positions for the Children’s Chorus and The Center Chorale. Performing arts were particularly hard hit by the pandemic as a result of prolonged venue closures and loss of operating revenue from things like ticket sales. This allocation is necessary to allow for the continued recovery of arts programs offered by this organization.

 

Fallbrook Senior Citizens Service’s Club

The Fallbrook Senior Citizen’s Service Club is a nonprofit organization dedicated to promoting healthy aging, independence and well-being of active, older adults in the community. They provide programs and services which support the dignity and enrichment of life for seniors 50 and older. With the reduction of funding in senior programs due to the pandemic, but an increase in homebound seniors, the Home Meals Program continues to deliver free and nutritious meals to those who are food insecure. Today’s allocation of $100,000 to the Fallbrook Senior Citizens Service Club, Inc. will address the economic impact of the COVID-19 pandemic on health services to support seniors by providing funds for the Home-Delivered Meals Program which provides meals to home-bound seniors in the areas of Fallbrook, Bonsall and Rainbow Valley.

 

YMCA of San Diego County

The YMCA of San Diego County (YMCA) is a non-profit dedicated to improving the quality of human life and to helping all people realize their fullest potential. The YMCA of San Diego County is the second largest YMCA association in the nation serving nearly 400,000 San Diego County residents and employing more than 5,000 people. The Joe & Mary Mottino Family YMCA branch serves families in Oceanside. Many of the skills, connections, and experiences that children need such as life-saving swim lessons, care and access to instruction were delayed due to the pandemic and now need intentional focus and response. The ability to add more children into their life-saving instruction is a critical need for local families, and aquatics programming will be an essential support of commitment to the community. Today’s allocation of $14,371 to the YMCA of San Diego County will help to address the economic impact of the COVID-19 pandemic on recreational activity to support the vitality of operations by providing funds for facility, instructor and lessons cost for swim safety lessons for children.

 

Bese Saka Community Development Corporation

Bese Saka Community Development Corporation is a nonprofit organization whose mission is to improve underrepresented and disadvantaged communities through focused and sustainable projects in climate and environmental initiatives, community health, infrastructure, education, land development, commerce, and tourism. Their current project includes establishing a rural water system for water access and fire safety. Today’s allocation of $40,000 to Bese Saka Community Development Corporation will help to support two staff positions to help with the establishment of a rural water system for fire safety and community use in Ranchita.

 

Burn Institute

The Burn Institute is a nonprofit organization that has been serving the community since 1972. Their mission is to educate and inspire communities to prevent burn injuries and empower those affected by burn trauma. Fire Safe Seniors will keep seniors in North San Diego County safe in their homes by installing new smoke alarms with 10-year lithium batteries and carbon monoxide detectors at no cost. This program also educates seniors about fire and burn safety. Fire Safe Kids will teach children in grades K-6 in North San Diego County communities how to protect themselves and their families against preventable burns, how to prepare for and respond during a home fire emergency, and the consequences of playing with fire. Youth Firesetter Intervention program will work with youth & families from District 5 to understand the serious consequences of fire-setting. The program consists of a formal assessment which identifies the child's risk level then provides education intervention. Today’s allocation of $50,000 to the Burn Institute will support Fire Safe Seniors including smoke alarms, Fire Safe Kids and Youth Firesetter Intervention Program that promote fire safety for seniors and children.

 

Christmas Circle Community Park

Christmas Circle Community Park originated in the mid 1950’s on land donated by a local family in Borrego Springs. In 1997 the current 501(c)3 nonprofit was established to take tile of the property and manage its operation. The park remains the only grassy shaded area with clean restrooms that thousands of visitors and residents frequent each year. The Board of Directors for Christmas Circle Community Park provide one of the cleanest, safest well-maintained parks in the state. Christmas Circle Community Park provides a family-oriented atmosphere so most of the outdoor activities are conducted at the park. Today’s allocation of $40,000 will assist with the maintenance of Christmas Circle Community Park located at 700 Palm Canyon Drive, Borrego Springs, CA 92004.  

 

Fallbrook Village Association, Inc.

The Fallbrook Village Association, Inc. was established in 1993. Its mission is to promote and support the economic, physical and cultural revitalization of the Fallbrook area. The management of various public parks and spaces are essential to keep the areas clean and safe for the public. Today’s allocation of $30,000 will assist the Fallbrook Village Association in their daily operation and maintenance cost of the Vince Ross Village Square, Pico Promenade, Jackie Heyneman Park, Railroad Heritage Park and brochures to promote the public use of the parks and venues.

 

The Foundation for Senior Wellbeing

The Foundation for Senior Wellbeing is a nonprofit organization that is dedicated to improving the wellbeing of a growing population of seniors throughout North San Diego County by linking them, their families, and their caregivers to resources and programs to achieve purpose, supportive relationships, financial security, community pride, and good physical health. The Senior Information Resource Center offers free counseling and case management to improve quality of life. The Senior Crisis Fund provides lower socio-economic seniors with house stabilization, repairs, medical or utility issues. Today’s allocation of $30,000 to The Foundation for Senior Wellbeing will support the Senior Information and Resource Center and Senior Crisis Fund for low-income seniors in North San Diego County.

 

Move Your Feet Before You Eat Foundation

Move Your Feet Before You Eat Foundation was created to promote health and well-being through incorporating regular physical fitness into daily life. The Foundation’s focus is on encouraging physical activity among young people, who face an epidemic of lifestyle diseases such as diabetes that are an increasing threat. The 17th Annual O’side Turkey Trot motivates over 8,000 runners and walkers to start their Thanksgiving holiday to get moving by participating in this event. Today’s allocation of $20,000 to Move Your Feet Before You Eat Foundation will support free entries to Title 1 students to participate in the O’side Turkey Trot including printing and t-shirt cost.

 

North County Education Foundation, Inc. dba Classical Academies Foundation

The North County Education Foundation, Inc. (NCEF) dba Classical Academies Foundation was founded in 2006 to advance the school’s mission of providing an excellent education for every student to become exceptional thinkers, communicators, and achievers. Programs and free events like the Super STEM Saturday Festival attract over 15,000 attendees, allowing families and kids to engage in science, technology, engineering and math concepts. A new campus in Vista will allow children to explore their outdoor environment while their music and theater venue will support programs for junior and high school students. Today’s allocation of $25,000 to the North County Education Foundation, Inc. dba Classical Academies Foundation will help to support Super STEM Saturday event, Musical Theater venue cost and play equipment for a school site located at 2020 University Drive, Vista, CA 92083.

 

Rancho Buena Vista Band and Pageantry Boosters. Inc.

Established in 1987, the Rancho Buena Vista Band and Pageantry Boosters, Inc. is a nonprofit organization that supports students of the Rancho Buena Vista Band and Color Guard. They are dedicated to music programs that compete and perform at venues throughout the region. Today’s allocation of $50,000 to Rancho Buena Vista Band and Pageantry will help to support the Instrument Enhancement Program and the After School Music Program with the purchase of instruments and coaching to expand access to music education.

 

Valley Center Chamber of Commerce

Founded in 1972, the Valley Center Chamber of Commerce has led the effort to promote business and economic prosperity in Valley Center. They have been at the forefront of new investment and the growth of the hundreds of businesses that reside in Valley Center. The Valley Center Chamber of Commerce advocates, promotes and advances the success of its members through networking, education, and economic opportunity. Today’s allocation of $50,000 to the Valley Center Chamber of Commerce will support operational, outreach and technology costs for the Public Awareness Safety Campaign and Betterment of Business Climate of Valley Center.

 

Armed Services YMCA of the U.S.A. dba Armed Services YMCA Camp Pendleton

Armed Services YMCA of the U.S.A., Camp Pendleton is a nonprofit organization with 79 years of providing annual services to active-duty Marines, Sailors and their families at Camp Pendleton. Their mission is to enhance the lives of military members and their families in spirit, mind and body through programs relevant to the challenges of military life. They provide over 20 unique and diverse programs. Today’s allocation of $20,000 will help the Armed Services YMCA of the U.S.A. to purchase toys and bicycles to support Camp Pendleton’s Holiday Program events.

 

Devil Pups, Inc.

The Devil Pups, Inc. serves young men and women ages 14-17 and teaches them the qualities of good citizenship, self-control, confidence, personal discipline, teamwork, and respect for others, their family and country. Founded in 1954 by retired Marines, Devil Pups receives thousands of applications for their annual camp. Approximately 95% of those who enter the program graduate, and when the teens return home many parents notice a significant positive change in their teen’s values, goals, and ambitions. Program highlights include physical fitness challenges, obstacle courses, and educational sessions with Marine Corps personnel. Today’s allocation of $50,000 to the Devil Pups will help to purchase uniforms, training manuals, challenge coins and awards for character building camps located at Marine Corps Base Camp Pendleton.

 

El Caballo Park Conservancy, a Nonprofit Public Benefit Corporation

The El Caballo Park Conservancy, a Nonprofit Public Benefit Corporation is a nonprofit organization working to create an open space public park in Escondido. By incorporating natural habitat with recreation and therapeutic activities, the goal is to provide a place for everyone including “wounded warriors” and their families and those with special needs. Today’s allocation of $53,200 to the El Caballo Park Conservancy will increase the usability of the public park to help with capital cost including a tractor, bleacher seating, portable generator, gate, pop-up tent, table covers, easels, banners and one-time website cost located at El Caballo Park near 3410 E. Valley Parkway, Escondido, CA 92027.   

 

Escondido Sunrise Rotary, Inc.

The Escondido Sunrise Rotary, Inc. is a nonprofit organization that was established in 1980. They serve charitable causes in North San Diego County and offer scholarships for students. Each year they host the Grape Day 5K, an annual event to benefit local nonprofits and offer educational opportunities. The focus is on health, wellness, family and community and draws over 1,000 participants. Today’s allocation of $35,000 to the Escondido Sunrise Rotary, Inc. will help to support the the Grape Day 5K Walk event by helping acquire  printed materials, t-shirts, medals, electronic timing devices, and software. 

 

Fallbrook Land Conservancy

The Fallbrook Land Conservancy (FLC) is a nonprofit organization that serves the local community through outreach events, guided hikes, and providing open space preserves and hiking trails available to the public free of charge. The FLC seeks to preserve the rural character of the community and currently manages 3,250 acres of open space, with 13 miles of trails. The project will provide funding to expand facilities at its headquarters in the form of one additional building, equivalent to a "two car garage," for the storage of equipment and materials needed for day-to-day operations of preserve, trail, and facility enhancement and maintenance. Within the next 2 years, total acreage managed will increase by 400 acres and trails will increase by 5 miles. This expansion has come in part with the acquisition of mitigation properties to offset development impacts. With the additional management responsibilities, FLC has had to hire more staff and house more equipment and materials and is quickly outgrowing its current storage facility capacity. Today’s allocation of $75,000 to the Fallbrook Land Conservancy will assist with the construction of a storage building for preserve maintenance located at 1815 South Stage Coach Lane, Fallbrook, CA 92028.

Fallbrook Village Association, Inc.

The Fallbrook Village Association, Inc. was established in 1993. Its mission is to promote and support the economic, physical and cultural revitalization of the Fallbrook area. The management of various public parks and spaces are essential to keep the areas clean and safe for the public. The Railroad Heritage Park will honor the past and educate a new generation about the agrarian legacy. The purpose of this historical project is to bring awareness to residents and visitors of Fallbrook’s important railroad history. It will be open to the public and an area where visitors can learn, rest, and listen to the chimes of the new town clock. Today’s allocation of $50,000 to the Fallbrook Village Association will help to further develop the Railroad Heritage Park including architectural design and concepts and park development such as wall installation, handrails, trees, plants, benches, tables, lighting, signage, flooring, fence and trash cans located at 127 West Elder, Fallbrook, CA 92028.

 

The Friends of the Fallbrook Community Center

The Friends of the Fallbrook Community Center is a 501(c)3 nonprofit organization founded over 40 years ago to benefit the community with an all-volunteer staff. They provide services which contribute to the fitness, education, and well-being of Fallbrook residents of all ages. The Fallbrook Community Center (FCC) technology systems are intended to support San Diego County emergency services for command and control on an as-needed basis as well as regularly to provide recreational services for seniors, children, and others. The audio and video infrastructure and technologies to support the various applications taking place daily have fallen into disrepair and have not been updated since the early 1980's. Today’s allocation of $100,000 will assist with the purchase and installation of technology cost including audio video presentation systems, sound reinforcement system, ASL system, video recorder, projector, projector screens, monitors, microphones, speakers and internet configuration located at 341 Heald Lane, Fallbrook, CA 92028 to improve outreach and service to the community.

 

Just in Time for Foster Youth

Just in Time for Foster Youth is a nonprofit organization whose purpose is to empower transition age foster youth on their road to self-sufficiency. Their Lasting Impact Fulfillment Tracking works to fulfill a promise to help youth build stability, well-being, life satisfaction and resilience for the long term. After two years of isolation and restriction, the youth, volunteers, and staff are eager to resume in-person activities. Currently, they are expected to serve over 1,500 youth over the next 12 months and need to expand their drop-in headquarters to continue to serve youth and volunteers. Today’s allocation of $16,000 to Just in Time for Foster Youth will help with capital costs such as construction, wiring, office equipment, printer, paint, cabinets, doors, flooring and counters for the facility located at 4560 Alvarado Canyon Rd. Ste 2G San Diego, CA 92120 to serve foster youth throughout San Diego County.

 

North County Education Foundation, Inc. dba Classical Academies Foundation

The North County Education Foundation, Inc. (NCEF) dba Classical Academies Foundation was founded in 2006 to advance the school’s mission of providing an excellent education for every student to become exceptional thinkers, communicators, and achievers. With over 5,300 students from TK-12 at campuses in Oceanside, Vista and Escondido, safety measures are necessary to create a secure environment for students and teachers. Today’s allocation of $75,000 to the North County Education Foundation, Inc. dba Classical Academies Foundation will help with one-time student safety improvement cost and installation including school intercoms, Stop the Bleed kits, security cameras, bullet resistant door film, Lockblock door devices, visitor management system and emergency app for the facilities located at 2020 University Drive, Vista, CA 92083 and 130 Woodward Avenue, Escondido, CA 92025. 

 

Promote Valley Center

Promote Valley Center is a non-profit 501(c)3 that supports the community of Valley Center by supporting the large and small events in town like Christmas in the Valley at Bates Nut Farm, the Valley Center Fire Foundation, Western Days and Wreaths Across America. For the past nine years over 2,000 children and families participate in Christmas in the Valley, a free, two-day event. This recreational/educational event provides crafts, games, and a safe family environment for all attendees while bringing the diverse community together. Military and veterans are honored with Wreaths Across America by placing flags along the Heritage Trail and at the Valley Center Cemetery. Today’s allocation of $10,000 to Promote Valley Center will support the Christmas in the Valley, Western Days Festival and Veterans Day event with the purchase of t-shirts, promotional merchandise, jump houses, generator and supplies such as gingerbread houses, face painting tools, wreaths and flags.

 

San Diego Discovery Children’s Museum

The San Diego Discovery Children’s Museum has been in operation for over 20 years, serving communities in Escondido and throughout San Diego County. Founded in 2000 as the only hands-on, educational children’s museum in North San Diego County, providing supportive educational experiences in science, arts, and world cultures to children ages 0-10. Their vision is to be

the leaders in inventive early childhood learning and serve nearly 170,000 residents annually. Due to the COVID-19 pandemic, the museum was unable to operate which drastically reduced revenue. Today’s allocation of $33,768 to the San Diego Discovery Children’s Museum will provide funds for irrigation repair for the children’s garden, laptops and marketing and one-time website cost for the facility located at 320 N. Broadway, Escondido, CA 92025.

 

Valley Center Fire Protection District

The Valley Center Fire Protection District (VCFPD) is a special district that has been serving the community since 1981. It was formed by a majority vote of the people of the area in 1982 and is governed by 5 member Board of Directors who are elected, volunteer members of the community and the VCFPD. The district response area covers 84.5 square miles of rural and suburban wildland interface completely within the 5th District and provides fire and emergency medical services (EMS) to over 23,000 residents and responds to over 2,200 incidents annually. The District’s Mission is to reduce community risk by providing exceptional all risk emergency response to structure fires, wildfires, and provide advanced medical life support (ALS) Paramedic services on every responding unit. Today’s allocation of $116,388 to the Valley Center Fire Protection District will assist with lifesaving equipment cost including chest compression devices and portable radios with ancillary accessories for firefighter to provide safe communications.
