OVERVIEW
Sarah Ochoa expressed appreciation to the Board, particularly Vice-Chair Montgomery Steppe and Chair Pro Tem Aguirre, for their leadership and proclamations and stated her belief that their focus on air and water quality and representation improves community well-being.
Cesar Javier raised concerns about air pollution from a home business adjacent to his residence, the Tijuana River Valley pollution, and what he perceives as an inadequate crisis response and follow-through by the County regarding public health, environmental and legal protections.
Purita Javier read prepared remarks, assisted in part by Mr. Javier, regarding a home ceramics manufacturing business using chemicals near their residence, describing health concerns and asking the County to act to protect residents “from conception to grave.”
Allegedly Audra commented on a specific child welfare case, criticizing the County’s child welfare and adoption practices, alleging that termination of parental rights in that case would be harmful to the children involved and characterizing the system as exploitative.
Barbara Gordon referenced a SANDAG 2025 juvenile arrestee drug use report, citing self-reported marijuana use rates among arrestees and expressing concern that expanding marijuana retail and cultivation would increase youth access and related public safety risks.
Consuelo stated that government systems undervalue public employees, compared their compensation to professional athletes, criticized voters’ reliance on elected officials, and urged people to recognize their own capacity for self-governance and to withdraw consent from systems they view as unjust.
Paul the Bold commented on what he considers worsening economic conditions, rising prices, government debt and homelessness, and urged governments to reduce debt and avoid what he described as politically driven or symbolic spending.
Pam raised concerns about protections for women and girls in the context of LGBTQ+ policies, referenced an alleged fatal hit-and-run incident involving a County employee and asked about the County’s response and support for the victim’s family, and expressed opposition to abortion by comparing it to homicide.
Peggy Walker opposed the proposed County marijuana expansion program, citing data on youth marijuana use and mental health outcomes, and questioned prioritizing cannabis-related revenue over youth well-being and public health.
Truth alleged retaliation by Chair Pro Tem Aguirre regarding prior public comments, raised issues about public records requests related to communications between Supervisor Aguirre and a person identified as “Delio,” and questioned whether communications using County phones are being appropriately disclosed under the California Public Records Act.
Admiral Anthony Rivera spoke to the Board regarding his support for item 19 of the June 9, 2026 agenda.
Terry Ann Skelly commented on the earlier 2-2 vote on Item 18, stating that constituents in unincorporated communities desire greater inclusion and transparency and that meaningful transparency is necessary to build trust in County government.
Ann Riddle discussed public health efforts to promote smoke-free environments in unincorporated areas and questioned why the County would consider expanding marijuana businesses in those same areas given concerns about secondhand smoke and normalization of use.
Kathleen Lippitt expressed disappointment that the Board majority did not support Supervisor Anderson’s transparency policy, and stated that reductions in youth and early intervention behavioral health funding are counterproductive, arguing that prioritizing high-acuity, wraparound adult services over prevention will increase long-term costs and homelessness.
