Overview
The inspection of certain facilities is mandated under California Health and Safety Code Sections 13146.2, 13146.3, and 13146.4, which require the fire agency of record in a service area to annually inspect any building used as a school, hospital, foster care facility, clinic, detention holding facility, detention center, jail, prison, children’s day care, adult day care, hotel, motel, monastery, boarding housing, multi-family housing, apartment, and residential care facility for compliance with fire and safety regulations. The local fire agency is required to report its findings annually to its governing board. San Diego County Fire (County Fire) operates a fire safety inspection program to ensure compliance with the fire code and protect the health and well-being of residents in the San Diego County Fire Protection District (SDCFPD). County Fire also conducts inspections within the Deer Springs Fire Protection District by written agreement. In Fiscal Year 2025-26, County Fire completed 100% of the mandated inspections at 264 specific sites, and the County Fire inspection report is attached to this Board Letter.

Equity Impact Statement
Completing State-mandated fire inspections in the San Diego County Fire Protection District and the Deer Springs Fire Protection District ensures the safety of residents and employees. Individuals in large, congregate settings are vulnerable to the impact of a structure fire. Through annual inspections, County Fire staff engage directly with property owners and public agencies to ensure each building is safe and our most vulnerable populations are protected in an emergency.

The proposed action to adopt a resolution acknowledging receipt of the report of the Fiscal Year 2025-26 mandated fire inspections supports just and equitable access to County resources and reflects the health and wellbeing of residents as this service demonstrates the County’s values and priorities by addressing potentially hazardous conditions and imposing safety measures in schools, hospitals, foster care facilities, clinics, detention holding facilities, detention centers, jails, prisons, children’s day cares, adult day cares, hotels, motels, monasteries, boarding housing, multi-family housing, apartments, and residential care facilities to protect all of our residents from structural fires.
Fiscal Impact
There is no fiscal impact associated with today’s request to adopt a resolution acknowledging receipt of the annual report of the Fiscal Year 2025-26 mandated fire inspections. There will be no change in net General Fund cost and no additional staff years.

This item was brought before the Fire Advisory Board on August 17, 2026, and with eight members present, they voted unanimously to support the resolution.
Background
California Health and Safety Code Sections 13146.2, 13146.3, and 13146.4, require fire agencies to annually inspect all schools, hospitals, foster care facilities, clinics, detention holding facilities, detention centers, jails, prisons, children day cares, adult day cares, hotels, motels, monasteries, boarding housing, multi-family housing, apartments, and residential care facilities for compliance with building fire and safety standards. Section 13146.4 also requires fire agencies to provide an annual report to their governing boards regarding compliance with the mandated fire safety inspections.
During Fiscal Year 2025-26, San Diego County Fire (County Fire) completed 100% of the State-mandated inspections on behalf of the San Diego County Fire Protection District and Deer Springs Fire Protection District. The annual inspection report (Attachment B) includes the inspections completed in Fiscal Year 2025-26.
In total, 264 inspections were completed at 66 schools, one hospital, two foster care facilities/clinics, 14 detention holding facilities/detention centers/jails/prisons, 12 children’s day cares/adult day cares, 88 hotels/motels/monasteries/boarding houses, 68 multi-family housing/apartments, and 13 residential care facilities. County Fire also completes non-mandated business inspections annually, and 1,694 of those were conducted during the past fiscal year.
Both State-mandated and business inspections support the Board’s investment in a robust community risk reduction program, with the goal of improving fire safety for the region’s residents.
Today’s request is for the Board of Directors to adopt a resolution acknowledging receipt of the State-mandated fire inspections report for Fiscal Year 2025-26.
