OVERVIEW

The County of San Diego’s Department of Public Works (DPW) maintains over 18,000 drainage culverts in the unincorporated region. Drainage culverts convey water away from roadways, enhancing safety for motorists and protecting the County’s transportation system from deterioration and costly future repairs. DPW has assessed the condition of County-maintained culverts during recent field reviews and has identified 24 locations for repair and replacement.

 

This is a request to approve the advertisement and subsequent award of a construction contract to the lowest responsive and responsible bidder for the repair and replacement of drainage culverts throughout the region. If approved, construction would be scheduled to begin in spring 2020 and be complete by summer 2020. The construction cost is estimated at $1,520,000, including contingency, and the funding sources are State revenue from the Highway User Tax Account ($1,350,000) and available prior year fund balance in the County Flood Control District ($170,000).

 

RECOMMENDATION(S)

CHIEF ADMINISTRATIVE OFFICER

1.                     Find that the proposed project is exempt from the California Environmental Quality Act (CEQA) as specified under Section 15301 of the CEQA Guidelines because this project consists of the advertisement and award of a contract to allow for repair and replacement of existing drainage culverts involving negligible expansion of existing or former use.

2.                     Authorize the Director, Department of Purchasing and Contracting, to take any action necessary to advertise and award a contract and to take other actions authorized by Section 401 et seq., of the Administrative Code with respect to contracting for drainage culverts throughout the County.

3.                     Designate the Director, Department of Public Works, as the County Officer responsible for administering the construction contract in accordance with Board Policy F-41, Public Works Construction Projects.

 

FISCAL IMPACT

Funds for this request are included in the Fiscal Year 2019-20 Operational Plan in the Department of Public Works Road Fund Detailed Work Program. If approved, construction costs are estimated at $1,520,000, including contingency. The funding sources are State revenue from the HUTA ($1,350,000) and available prior year fund balance in the County Flood Control District ($170,000). There will be no change in net General Fund cost and no additional staff years.

ADVISORY BOARD STATEMENT

This contract proposes performing maintenance work on culverts within nine Community Planning and Sponsor Group areas in the unincorporated county. The Alpine, Fallbrook, Lakeside, North County Metro, Rainbow, Spring Valley, Valle De Oro and Valley Center Community Planning Groups and Palomar Mountain Community Sponsor Group have been notified that the Board is considering this request today but have not provided a formal response.

BACKGROUND

The County of San Diego’s (County) Department of Public Works (DPW) maintains over 18,000 drainage culverts in the unincorporated region. Drainage culverts convey water away from roadways enhancing safety for motorists. The culvert maintenance program protects the County’s transportation system from deterioration and costly future repairs.

DPW has prepared a list of drainage culverts for repair and replacement, which was developed based on priorities identified through field reviews and condition assessments.

The bid package for the construction contract will be structured with a base bid consisting of the minimum number of culverts on which maintenance work will be performed (20 culverts), along with additive alternates (4 culverts). The additive alternates can be added to the base contract if bid prices are less than the available funding amount. The following table identifies the number, location and planned maintenance activity of culverts included in the base bid and the additive alternates.

Prior to the start of construction, notifications such as mailers, doorknob-type notices, and signage will be provided to surrounding residences and business. During construction, traffic control measures will be in place to limit impacts to the community and traveling public.

ENVIRONMENTAL STATEMENT

Section 15301 of CEQA Guidelines exempts from CEQA review activities related to operation, repair, maintenance or minor alteration of existing facilities, including existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. The key consideration is whether the activity involves negligible or no expansion of an existing or former use. This project consists of the advertisement and award of a contract to allow for repair and replacement of existing culverts involving negligible or no expansion of existing uses. It is, therefore, categorically exempt from CEQA review pursuant to Section 15301 of the CEQA Guidelines.

LINKAGE TO THE COUNTY OF SAN DIEGO STRATEGIC PLAN

Today’s proposed actions to approve the advertisement and subsequent award of a construction contract for maintaining existing drainage culverts supports the Sustainable Environments/Thriving and Living Safely Strategic Initiatives in the County of San Diego’s 2019-2024 Strategic Plan by providing infrastructure and by building safe communities to improve the quality of life for all residents.
