SHERIFF - REQUEST APPROVAL FOR SINGLE SOURCE PROCUREMENT OF STANDARD LAW ENFORCEMENT EQUIPMENT AND SUPPLIES (DISTRICTS: ALL)

OVERVIEW
Law enforcement considers safety, standardization and interoperability when purchasing equipment. All the equipment, accessories and supplies requested for procurement have been tested and evaluated for efficiency, functionality, durability, and safety. Standardization of equipment and supplies offers the uniformity necessary for ease of training and inter-operational use within the law enforcement community, thereby enhancing the safety of Sheriff's personnel and the public.
This is a request to authorize the Director of Purchasing and Contracting to procure various pieces of law enforcement equipment in specific configurations, and original equipment manufacturers' parts, repairs, services, and supplies, issued to Sheriff's law enforcement personnel. These include items such as ballistic armor, lethal and less lethal weapons, ammunition, duty gear, holsters, and badges. The Sheriff's standard issued duty and special operations weapons are configured to meet specific uses. Authority for single source procurement of these items from specific manufacturers is requested due to the need for consistency of configuration, training, efficiency, safety, and interoperability.
RECOMMENDATIONS
SHERIFF
1. In accordance with Board Policy A-87, Competitive Procurement, approve and authorize the Director, Department of Purchasing and Contracting, to enter into negotiations for procurement of various law enforcement equipment in specific configurations issued to Sheriff's Department law enforcement personnel, and original equipment manufacturers' parts, repairs, services and supplies, and subject to successful negotiations and a determination of a fair and reasonable price, award contracts for up to six years and an additional six months if needed. The complete list of law enforcement equipment and supplies is contained in Attachment A - Equipment List.
2. Approve and authorize the Director of Purchasing and Contracting to amend contracts to allow the Sheriff to reflect changes and enhancements in product models, service level requirements and funding from the same manufacturers as needed.

Public safety encompasses more than just the enforcement of the laws. Public safety includes engagement, involvement, and connection to communities. The Sheriff's Department provides law enforcement services that aim to protect everyone's human right to life, liberty, and security of person. The department has a robust selection and approval process for each equipment selected for issuance, and the goal is to ensure - to the greatest degree possible - that equipment is safe and reliable and performs according to established minimum requirements. Approved equipment continuity and proper equipment maintenance and upgrades are essential to the delivery of quality public safety. Ensuring consistency of configuration, training, efficiency, safety, and interoperability demonstrates respect to our communities and department staff.
SUSTAINABILITY IMPACT STATEMENT
The proposed action to acquire specific standard issued and special operations equipment for law enforcement purposes contributes to County of San Diego Sustainability Goals related to equity and waste reduction. Delivering public safety services with a consistency of configuration, training, safety, efficiency, and interoperability for everyone in San Diego County fosters trust and increases transparency. In addition, the continuation of standard equipment issuance reduces waste that would otherwise occur with Department-wide replacement of equipment to a different brand each time a new contract is needed.
FISCAL IMPACT
Funds for this request are included in the Fiscal Year 2022-23 Operational Plan for the Sheriff's Department. The annual estimated cost for all items is $3,600,000 which includes: $565,000 for body armor, $1,840,000 for lethal and less lethal weapon systems and original equipment manufacturers’ parts, repairs, and accessories. $650,000 for various types for ammunition. $365,000 for holsters, gear, and equipment, and $180,000 for badges, rockers, and wallets. The funding source is existing General Purpose Revenue. Subsequent year costs will be included in future Operational Plans for the Sheriff's Department. There will be no change in net General Fund cost and no additional staffing.

BACKGROUND
This is a request to authorize single source contracts and solicitations, and award contracts for up to six years with authorized manufacturers and distributors of law enforcement equipment, parts, tools, and supplies. All items are standard issue to deputy sheriffs and authorized staff and have been tested and approved by the Sheriff's Department. Training on the authorized items is performed at the regional academy and meets the California Peace Officer Standards and Training (POST) training standards.
Authorization for single source procurement is requested for the TYR System from TYR Tactical. The Sheriff's Special Enforcement Detail (SED) is tasked with responding to and managing critical incidents in law enforcement, such as hostage situations and barricaded suspects. SED requires body armor in a modular system configured for extended periods of wear, durability, weight reduction and increased mobility. The TYR Tactical PICO-MV Plate Carrier System, a multi-platform modular design developed to provide greater protective coverage, allows deputies assigned to SED to change and adapt to tactical situations with minimal effort and maximum efficiency.
Authorization for single source procurement of sterling silver uniform badges, Platiloy flat badges, identification rockers and hat pieces are being requested from Entenmann-Rovin Company. Entenmann-Rovin has been producing badges for the Sheriff's Department for 33 years and this procurement will ensure the consistency of the badges issued by the department.
Multiple single source procurements for lethal and less lethal standard issue and special issue weapons are also requested. The Department authorizes special issued weapons that are configured specifically with enhanced parts and non-standard accessories. The special issue weapons, parts and accessories will be identified for single source requests on an as needed basis.
Authorization for single source procurement of motorcycle uniforms from Wayne Boyer dba Motoport is also being requested. Wayne Boyer, owner of Motoport, is the sole manufacturer and patent holder of the Air Mesh Kevlar material. Motoport specializes in the manufacture of protective motorcycle apparel. Kevlar-based material has a better abrasion resistance than competition grade leather, much higher tear strength, and dissipates and reduces heat caused by friction while sliding. Motoport is a local business based in Escondido. A local vendor is required since each uniform is custom made for the deputy to ensure a fit that provides maximum protection. Any required adjustments and alterations can be made at their local facility.
Authorization for single source procurement of robots and drones from the same manufacturers already in use by the Sheriff's Department are also requested. Robots and drones are frequently sent in first to safely assess the situation before deputies are deployed.
The Sheriff's Bomb Arson Unit is responsible for disarming or disposing of explosive ordinance devices. They receive specialized training on the use of a majority of the equipment listed at the Federal Bureau of Investigations (FBI) Hazardous Devices School at Redstone Arsenal in Huntsville, Alabama. Authorization for multiple single source procurements for bomb arson equipment are requested.
All the remaining items listed on Attachment A - Equipment List are available from multiple sources. A manufacturer's single source is requested for weapons, ammunition, leather and nylon gear, communication devices, and personal protective and safety equipment, to maintain compatibility with existing equipment and interoperability with federal and state task forces. All general issue and special issue weapon types, calibers, and configurations are specifically oriented to the duty requirements of the deputy. A competitive solicitation will be used whenever possible to obtain a fair and reasonable price from the manufacturers or distributors.
The major consideration for equipment purchases in law enforcement are safety, standardization, and interoperability. Standardization enhances the safety of deputies and the public through equipment familiarization, basic training, and inter-operational use within the department and in the law enforcement community. The attached workbook contains definitions, specifications and configurations of various weapons, parts, accessories, repair services, safety equipment and supplies.
LINKAGE TO THE COUNTY OF SAN DIEGO STRATEGIC PLAN
Today's proposed action to authorize single source procurement of law enforcement equipment supports the Community Initiative of the County of San Diego's 2022-2027 Strategic Plan by supporting safety for all communities, including protection from crime. The provision of specified equipment for the deputies ensures their safety and ability to protect the public from crime.
