ACCEPTANCE OF A DONATION FROM FALLBROOK SKATEPARK inc. TO THE DEPARTMENT OF PARKS AND RECREATION FOR A FALLBROOK SKATEPARK (DISTRICT: 5)

OVERVIEW
The Fiscal Year 2019-20 Operational Plan includes $582,000 for the construction of a skatepark in Fallbrook. The Department of Parks and Recreation (DPR) is currently pursuing land in the community of Fallbrook to acquire property and build a park that will include the skatepark, and the Fiscal Year 2019-20 Operational Plan includes $2,000,000 for this purpose. The Fallbrook Skatepark will be the first park and recreation facility in Fallbrook built to meet the needs of the youth and adults who enjoy the sport of skateboarding.
Fallbrook Skatepark Inc. (FSI) is a non-profit organization committed to facilitating safe skateboarding opportunities in the Fallbrook area for skateboarders of all ages and abilities. On August 1, 2019, the FSI board voted to donate $20,000 to DPR to add to the construction funds available for skatepark amenities in the future Fallbrook Skatepark. County of San Diego Administrative Code Section 66, Acceptance of Gifts, and Board of Supervisor Policy A-112, Acceptance and Use of Gifts and Donations, requires the Board of Supervisors to approve the acceptance of donations that exceed $5,000. Today’s requested action will authorize DPR to accept the $20,000 cash donation from FSI and establish appropriations of $20,000 in Capital Project 1022920, Fallbrook Skatepark.
RECOMMENDATION(S)
CHIEF ADMINISTRATIVE OFFICER
1. Find that the proposed action is not subject to review under the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines section 15060(c)(2) and (3) because it does not have a direct or indirect effect on the environment and the action is not a project as defined in Section 15378(b)(5) of the State CEQA Guidelines.
2. In accordance with Administrative Code Section 66, Acceptance of Gifts and Board Policy A-112, Acceptance and Use of Gifts and Donations, accept a donation of $20,000 from Fallbrook Skatepark Inc. to the Department of Parks and Recreation for use towards construction of a new skatepark elements in Fallbrook
3. Establish appropriations of $20,000 in the Capital Outlay Fund for Capital Project 1022920 Fallbrook Skatepark, based on revenue from the cash donation from Fallbrook Skatepark Inc. (4 VOTES)
4. Authorize the Chair of the Board of Supervisors to sign a letter of appreciation on behalf of the County of San Diego to Fallbrook Skatepark Inc.
FISCAL IMPACT
Funds for this request are not included in the Fiscal Year 2019-20 Operational Plan in the Capital Outlay Fund. If approved, the proposed actions will authorize the acceptance of a donation of $20,000 from Fallbrook Skatepark Inc. to be deposited in the Parks and Recreation Trust Fund and establish appropriations of $20,000 in Capital Project 1022920, Fallbrook Skatepark for construction of the Fallbrook Skatepark. The funding source is a donation from Fallbrook Skatepark Inc. There will be no change in net General Fund cost and no additional staff years.

ADVISORY BOARD STATEMENT
On July 18, 2019, the CSA 81 Fallbrook Local Parks Advisory Committee submitted their most recent five-year priority list which included acquisition of new local park land and skate park improvements. This donation supports this request.
BACKGROUND
The Department of Parks and Recreation (DPR) provides numerous facilities and programs throughout its park system. DPR accepts donations to provide continuous improvements to park facilities, with a focus on customers’ needs and building a park system that is the pride of the region. Clemmens Lane Park, Don Dussault Park, Fallbrook Community Center Park, Live Oak County Park, Santa Margarita County Preserve, and Rainbow Park are all parks within the Fallbrook community. These parks feature a wide variety of recreational amenities including sports fields, playgrounds and pathways, but currently do not include skatepark elements. The Fiscal Year 2019-20 Operational Plan includes $582,000 for construction of a skatepark in Fallbrook. The Fallbrook Skatepark Inc. (FSI) is a non-profit organization whose mission is to facilitate safe skateboarding opportunities in the Fallbrook area for skateboarders of all ages and abilities. FSI raised funds to support the County’s effort to construct a new skatepark and on August 1, 2019 the FSI board voted to donate $20,000 to the County of San Diego DPR to support the construction of a Fallbrook Skatepark and to enhance the amenities to be included in the Skatepark.
Fallbrook Skatepark will be the only skateboarding facility in the community of Fallbrook, addressing an unmet recreational need. In addition to FSI and the CSA 81 Local Park Advisory Committee, other community non-profit organizations and committees have advocated for a Fallbrook Skatepark including Project Safe Skate, the Fallbrook Village Association, the Fallbrook Sports Association, the Fallbrook Community Planning Group, and the Fallbrook Landscape Maintenance District Zone committee. The new Fallbrook Skatepark will provide skateboarders of all ages and abilities a place to lawfully skateboard seven days a week in a park setting with other recreational amenities.
If approved, these recommendations will authorize DPR to accept the $20,000 cash donation from FSI and establish appropriations of $20,000 in Capital Project 1022920, Fallbrook Skatepark. The Director, Department of Parks and Recreation (DPR), or designee, shall oversee the acceptance of the donation.
ENVIRONMENTAL STATEMENT
The proposed action to accept the donation of $20,000 and authorize signature of a letter of appreciation are not subject to the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines section 15060(c)(2) and (3) as it will not result in direct or indirect physical changes in the environment. The proposed action is not a project as they are administrative activities as defined by Section 15378(b)(5) of the CEQA Guidelines. The donation will be put in a trust account to be used toward construction of a future skate park in Fallbrook. However, a site has not been located nor acquired for the proposed skate park.
LINKAGE TO THE COUNTY OF SAN DIEGO STRATEGIC PLAN
Today’s proposed action to accept a donation of $20,000 from Fallbrook Skatepark Inc. for the construction of a skatepark in Fallbrook supports the Sustainable Environments Strategic Initiative in the County of San Diego’s 2019-2024 Strategic Plan by fostering an environment where residents can engage in programs and civic activities that enrich their quality of life. In addition, today’s request will support the Operational Excellence Strategic Initiative by leveraging available resources to maintain fiscal stability and ensure superior service delivery to customers.
