OVERVIEW

Jock Rodriguez spoke to the Board regarding the in-custody death of his son, alleged misconduct by law enforcement and prosecutorial agencies, and demanded criminal accountability and contact from investigative authorities.

Marco Espinosa spoke to the Board regarding his past service as an elections poll worker, submitted memorabilia, and raised issues regarding the accuracy of minutes and roll call for a prior June 9, 2025 closed session, as well as concerns and observations regarding one-time bonuses and fiscal responsibility.

Peggy Walker spoke to the Board regarding opposition to the social equity cannabis program, asserting it disregards scientific evidence and community opposition, and raises public health, safety, land use, and youth impacts.

Madison Rapp spoke to the Board regarding comparative harms of marijuana and alcohol, citing scientific and clinical evidence and raising concerns about cannabis hyperemesis syndrome, addiction risk, and impacts on youth and public health.

Terri-Ann Skelly spoke to the Board regarding concerns that the January 14, 2026 staff report on the social equity cannabis program omitted an alternative to retain current regulations and failed to fairly present community planning group opposition to additional cannabis businesses.

Becky Rapp spoke to the Board regarding the January 14, 2026 item on the social equity cannabis program, asserting that rural community planning group testimony and environmental and public health concerns were disregarded and urging an evidence-based, health-focused approach.

Gambler Hermes spoke to the Board regarding perceived political and regulatory patterns related to voter information, federal law, and prior interactions with the Chair, alleging cover-up of election-related issues.
