OVERVIEW
Community Enhancement and Neighborhood Reinvestment Program funding assists nonprofit organizations in providing essential services to citizens of San Diego County. Reinvesting taxpayer money in worthwhile organizations is a benefit to the citizens and communities of North County.
RECOMMENDATION(S)
SUPERVISOR JIM DESMOND
1. Allocate $96,878 from Community Enhancement American Rescue Plan Act Program budget (Org 12905) to the Boys & Girls Clubs of Oceanside, Inc. to address the economic impact of the COVID-19 pandemic on youth services to support the safety and security of the operations and programs by providing funds for security fencing, facility keypad, kitchen blinds, kitchen professional cleaning, computers, computer mice and headsets, seating, cupboards and filing cabinets for the facility located at 401 Country Club Lane, Oceanside, CA 92054.
2. Allocate $25,700 from Community Enhancement Program budget (Org 12900) to the Bonsall Chamber of Commerce for the printed business directory guide, visitor operation and events cost to support organizations in Bonsall.
3. Allocate $40,000 from Community Enhancement Program budget (Org 12900) to Interfaith Community Services, Inc. to help support the Transition Youth Academy, Veterans’ Training and Employment programs and Emergency Food Assistance Program for individuals in need.
4. Allocate $15,000 from Community Enhancement Program budget (Org 12900) to Vista Community Clinic to help support the Medical Training Assistance Program for low-income persons.
5. Allocate $80,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Friends of San Marcos Parks and Recreation, Inc. to support the construction of a bike park pump track in a HUD disadvantaged community located at 1587 Linda Vista Drive, San Marcos, CA 92078.
6. Allocate $39,000 from Neighborhood Reinvestment Program budget (Org 15670) to Mental Health Systems, Inc. to help with one-time renovation cost to support the Escondido Clubhouse and purchase materials including fencing, turf, concrete, retaining wall, garden edging and shade sails for the facility located at 474 West Vermont Ave. Suite 105, Escondido, CA 92123.
7. Allocate $38,000 from Neighborhood Reinvestment Program budget (Org 15670) to the MiraCosta College Foundation for facility reconfiguration costs such as upgrades to electrical panels, walls and classroom space expansion for the facility located at 2075 Las Palmas Dr, Carlsbad, CA 92011.
8. Allocate $105,000 from Neighborhood Reinvestment Program budget (Org 15670) to the North County Fire Protection District will help to purchase a Pump Pod for fire apparatus pumping operations.
9. Allocate $40,000 from Neighborhood Reinvestment Program budget (Org 15670) to North County Lifeline to help with one-time renovation cost for a functional outdoor space in the Drop-in Center’s backyard designed for program activities, including group therapy, music therapy, yoga classes, and outdoor meals for the facility located at 302 North Indiana Ave, Vista, CA 92084.
10. Allocate $80,000 from Neighborhood Reinvestment Program budget (Org 15670) to the NCSD Veterans Stand Down to help with one-time cost to purchase clothing, shoes, hats, beds, porta-potties, shower units, Wi-Fi data, wash stations, extension cords, electric power distribution system, printed signage, tents, tables, chairs, public address (PA) system, interior lights, wristbands, ID card lanyards, ID card printer supplies, pre-packaged food, sea bags, paper towels, toilet paper, pens, notebooks, storage boxes, laptops, printers, modem, printer paper, cables, drop box, secured digital (SD) cards, power strips, website, database, administrative supplies, promotional materials, vans, and golf carts for the 6th Annual Stand Down Event on October 20-23, 2022 at Green Oak Ranch in Vista.
11. Allocate $125,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Oceanside Police Officers’ Association Foundation to assist with capital cost to restructure the floorplan and equipment cost including fitness equipment, flooring, walls, mirrors, paint, and furniture for the facility located at 4141 Avenida De La Plata Oceanside, CA 92056.
12. Allocate $85,000 from Neighborhood Reinvestment Program budget (Org 15670) to Palomar College Foundation to provide funds to create a firebreak including brush thinning, purchase medical equipment and supplies, and a cart for ease of mobility on campus located at 1140 West Mission Road/182 Santar Place, San Marcos, CA, 92069.
13. Allocate $30,000 from Neighborhood Reinvestment Program budget (Org 15670) to The Vision of Children to help with acquisition of Vision Hero videos, one-time database cost, marketing materials including cards, folders, postage, posters, programs, business cards, greeting cards, stickers, appeal/invitation letter and envelopes, and office equipment such as a paper, glue sticks, notepads, labels, software, printer ink and toner.
14. Allocate $3,857 from Neighborhood Reinvestment Program budget (Org 15670) to Vista Community Clinic to help with the purchase of equipment including an EKG instrument and treatment table for the Medical Assistant Training Program for low-income persons.
15. Allocate $36,815 from Neighborhood Reinvestment Program budget (Org 15670) to Wounded Warrior Homes, Inc. to help with renovation cost for bathrooms and an AC unit for post 9/11 combat veterans for the facility located at 1401 York Drive, Vista, CA 92084.
16. Find that these grants have a public purpose and that those grants awarded using American Rescue Act Program funds is needed to address a negative economic or public health impact of the COVID-19 pandemic.
17. Authorize the Deputy Chief Administrative Officer/Chief Financial Officer to execute grant agreements with the organizations awarded grants establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grants but do not increase the grants.
18. Waive Board Policy B-58 to allow for the allocation of Community Enhancement funds for more than fifty percent (50%) of the organization’s current fiscal year operating budget for the Bonsall Chamber of Commerce to assist with cost for the printed business directory guide, visitor operation and events cost that the organization was unable to fundraise for due to the COVID-19 pandemic.
19. Find that the allocation to Boys & Girls Clubs of Oceanside, Inc., Mental Health Systems, Inc. and North County Lifeline is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15303 of the CEQA Guidelines and that the allocations to MiraCosta College Foundation, Oceanside Police Officers’ Association Foundation, and Wounded Warrior Homes, Inc. are exempt from review under Section 15301 of the CEQA Guidelines. Find that the allocation to the Palomar College Foundation is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15304 of the CEQA Guidelines and that the allocation to Friends of San Marcos Parks and Recreation, Inc. is exempt from review under Section 15061(b)(3) of the CEQA Guidelines.
EQUITY IMPACT STATEMENT
These proposed allocations of funds are intended to improve the quality of life throughout the County by providing funds for nonprofits whose work addresses inequities by providing services to all with an emphasis on underserved communities. The organizations that were chosen work to promote a sense of belonging and utilize equity in their operations, outreach and programs.
FISCAL IMPACT
Funds for this request are included in the Fiscal Year 2021-2022 Operational Plan for the Community Enhancement ARPA Program budget (Org 12905), Community Enhancement Program budget (Org 12900) and the Neighborhood Reinvestment Program (Org 15670). The fiscal impact of these recommendations is $96,878 from the Community Enhancement ARPA Program budget (Org 12905), $80,700 Community Enhancement Program budget (Org 12900) and $662,672 from the Neighborhood Reinvestment Program budget (Org 15670) totaling $840,250. The funding sources are American Rescue Plan Act, Transient Occupancy Tax Revenues and General Purpose Revenue. There will be no change in net General Fund cost and no additional staff years.

BACKGROUND
Boys & Girls Clubs of Oceanside, Inc.
The mission of the Boys & Girls Clubs of Oceanside, Inc. (BGCO) is to inspire, develop and enrich young people to reach their fullest potential as confident, responsible, and caring members of society. In operation for 70 years, they provide a safe and engaging environment where at-risk youth are developed into accountable and active members of the community. Youth are supported through afterschool, enrichment, and full-day camp programming. As more youth return to utilize services, programs, and outdoor areas of the facility following the stay-at-home orders in response to the COVID-19 pandemic, there is a need to address deferred maintenance and increased need for safety measure to be implemented. Implementing these measures was adversely impacted by financial and staffing impacts of the pandemic. Today’s allocation of $96,878 will provide funds for security fencing, facility keypad, kitchen blinds, kitchen professional cleaning, computers, computer mice and headsets, seating, cupboards and filing cabinets for the facility located at 401 Country Club Lane, Oceanside, CA 92054.
Bonsall Chamber of Commerce
The Bonsall Chamber of Commerce is a nonprofit organization whose mission is to advance the general welfare and prosperity of the Bonsall area. They are the information center for tourists, new residents, potential new homeowners, new businesses, and community members. The Bonsall Chamber works alongside the nonprofit organizations, small businesses, and community members to promote local spending, community activities, and ensure and promote a stable and profitable business and community climate. Due to the COVID-19 pandemic, the business community is still suffering from the effects of being unable to hold in-person events. Many businesses have closed down or have restricted their membership which generates additional funds. Today’s allocation of $25,700 to the Bonsall Chamber of Commerce will help to fund the printed business directory guide, visitor operation and events cost to support organizations in Bonsall.
Interfaith Community Services, Inc.
Founded in 1979 as a direct response to the rising rates of hunger and homelessness, Interfaith Community Services has been serving the community for over 40 years working to break the cycle of poverty and homelessness. Striving to improve the quality of life in North County, Interfaith empowers people in need to stabilize and improve their lives through its more than 75 programs. Interfaith provides both immediate safety net services and long-term, life-trajectory changing services for the most poor, vulnerable, and at-risk of our neighbors. Interfaith is also a Live Well San Diego recognized partner and collaborates with more than 150 government agencies and community‐based organizations. The Transitional Youth Academy will provide student support and academic engagement services to more than 50 high school youth who are at risk for dropping out of school. Employment support for veterans will help in pursuing training and certificate programs that leads to in-demand and high-wage jobs. Interfaith’s coastal multi-service centers in Oceanside will help with emergency food assistance to distribute food to low-income individuals and families, allowing them to focus on improving or stabilizing other areas of their lives. Today’s allocation of $40,000 to Interfaith Community Services will help to support the Transition Youth Academy, Veterans’ Training and Employment programs and Emergency Food Assistance Program for individuals in need.
Vista Community Clinic
For over 40 years, Vista Community Clinic has been meeting health and wellness needs of the community. With nine state-of-the-art clinics treating more than 70,000 patients every year, VCC is a key health provider for the region. Created in partnership with Cal State San Marcos, the Medical Assistant Training Program enables 60 low-income persons (primarily women) annually to enter the healthcare field and earn a living wage, providing trainees with support services to help them complete the rigorous 6-month training program. Today’s allocation of $15,000 to the Vista Community Clinic will help support the Medical Training Assistance Program for low-income persons.
Friends of San Marcos Park and Recreation, Inc.
The Friends of San Marcos Park and Recreation, Inc. is a nonprofit organization that was founded in 2014 with the mission to advocate for the health and happiness of the community and visitors to San Marcos by enhancing the city’s Parks & Recreation programs and facilities. The Friends of San Marcos are dedicated to responsible stewardship with an emphasis on collaboration, reaching out, and working to realize shared goals. Due to public input, a need for a pump bike track was realized after residents were constructing pump tracks and un-sanctioned jumps in open space preserves. The proposed bike park and pump track will be constructed at the existing Bradley Park for public use. Today’s allocation of $80,000 to the Friends of San Marcos Parks & Recreation will support the construction of a bike park pump track in a HUD disadvantaged community located at 1587 Linda Vista Drive, San Marcos, CA 92078. The City of San Marcos prepared an EIR for this project as the lead agency. The County is not approving this project, and its role is limited to providing funding.
Mental Health Systems, Inc.
The mission of Mental Health Systems, Inc. (MHS) is to work to improve the lives of individuals, families, and communities impacted by substance abuse and behavioral disorders. They instill hope by using new and creative treatment strategies while respecting time-proven methods of intervention. Founded in 1978, Mental Health Systems is dedicated to unlocking the potential and transforming the lives of individuals, families, and communities struggling with mental health and substance abuse. The Escondido Clubhouse creates a supportive community and employs people recovering from mental health and substance abuse. The renovation project aims to expand the backyard area to be able to serve more member to help them gain employment. Today’s allocation of $39,000 to Mental Health Systems will help with one-time renovation cost to support the Escondido Clubhouse and purchase materials including fencing, turf, concrete, retaining wall, garden edging and shade sails to be used at the facility located at 474 West Vermont Ave. Suite 105, Escondido, CA 92123.
MiraCosta College Foundation
The MiraCosta College Foundation strives to promote the interests and welfare of the college and to secure resources that will transform lives in the community. The Technology Career Institute (TCI), operating under the Community Education & Workforce Development department at the college, offers accelerated, hands-on certificate programs and courses that give students the technical skills, human development, and work-based experience needed to secure living wage employment in their chosen field. Its primary goal has been to enable our region’s companies to have a suitably skilled and qualified talent pipeline with the necessary ongoing training to increase their value to their new employers. To continue to provide the on-going programs to the community, the Welding, BrewTech, and Solar PV training programs need to be relocated to another facility. Today’s allocation of $38,000 to the MiraCosta College Foundation will assist with facility reconfiguration costs such as upgrades to electrical panels, walls and classroom space expansion for the facility located at 2075 Las Palmas Dr, Carlsbad, CA 92011.
North County Fire Protection District
North County Fire Protection District (NCFPD) provides fire and emergency medical services to the unincorporated communities of Fallbrook, Bonsall and Rainbow, which have a combined population of over 50,000. The District has dropped response boundaries with fire departments in all of the surrounding communities including Oceanside, Vista, Deer Springs and Pala. To improve environmental stewardship, operational competency and response capabilities to the community, a Pump Pod is requested. The Pump Pod works by supplying and recycling water used in apparatus pumping operations rather than water being pulled from hydrants, flowed and ultimately wasted down a storm drain. Having a Pump Pod will allow for a drastic reduction of water waste. It will also allow personnel to train and maintain a high degree of competency while remaining response-ready in district rather than traveling to further reached training locations that take units out of service. Today’s allocation of $105,000 to the North County Fire Protection District will help to purchase a Pump Pod for fire apparatus pumping operations.
North County Lifeline
North County Lifeline, Inc. is a community-based nonprofit organization incorporated in 1973 to help low-income youth and families to achieve self-reliance. With more than 150 staff members and 100 volunteers, Lifeline offers dozens of programs that serve more than 4,000 youth, adults, and families each year. Lifeline’s clients are predominately low to extremely low-income and live in communities across San Diego County, with the highest concentration of clients in the 5th District cities of Oceanside and Vista. Currently, there is an under-utilized space adjacent to Lifeline’s Vista Drop-In Center. The goal is to create a functional outdoor space for program activities, which serves youth struggling with homelessness and housing insecurity - including many youth who are also working to overcome abuse, suffering from mental health challenges, or are at risk of sex trafficking. Group therapy, music therapy, yoga classes, and barbecues are some activities that will be able to be conducted in this outdoor space. Today’s allocation of $40,000 to North County Lifeline, Inc. will help with one-time renovation cost to transform the area into a functional outdoor space in the Drop-in Center’s backyard designed for program activities, including group therapy, music therapy, yoga classes, and outdoor meals.
NCSD Veterans Stand Down
NCSD Veterans Stand Down is a non-profit organization whose mission is to end North San Diego County veteran homelessness and transform our veterans into productive members of our community. North County Veterans Stand Down hosts a four-day event that provides a one stop marketplace for veterans to meet the service providers who can help them access the services they need to turn their lives around. Oceanside Police Officers’ Association Foundation
The Oceanside Police Officers’ Association Foundation is a 501 (c)(3) nonprofit organization that provides relief and support to Oceanside Police Officers, their families, and the communities they serve. The foundation works to enrich the community while supporting the men and women who protect our families, businesses, schools, and property. The current facility is outdated and aging, and funds are needed to update the floorplan, classroom and to renovate the fitness area. Officers who are physically fit are mentally fit and upgrades to the fitness area will provide a positive outlet from the stress associated with a career in law enforcement. The classroom would provide a professional venue for Officers to partake in annual training, intermediate and advanced law enforcement classes. Today’s allocation of $125,000 to the Oceanside Police Officers’ Association Foundation will assist with capital cost to restructure the floorplan and equipment cost including fitness equipment, flooring, walls, mirrors, paint, and furniture for the facility located at 4141 Avenida De La Plata Oceanside, CA 92056.
Palomar College Foundation
The mission of the Palomar College Foundation is to assure equal access to success for all Palomar College students by inspiring individual, business and foundation philanthropic support that helps remove financial barriers and provides essential educational resources. In addition to direct student support, the Foundation’s mission includes support of college and faculty initiatives that enhance the educational experience of Palomar College students. In January of 2021, there was a fire that burned on the east side of the campus. To ensure the safety of the students and residents, a fire break is needed to reduce the wildfire risk. Additionally, the Palomar College Foundation supports programs to make emergency medical education more accessible to those who are underserved and for those who are military veterans. Funding for this program will help with the purchase of medical equipment and required program supplies. Today’s allocation of $85,000 to the Palomar College Foundation will provide funds to create a firebreak including brush thinning, purchase medical equipment and supplies, and a cart for ease of mobility on campus located at 1140 West Mission Road/182 Santar Place, San Marcos, CA, 92069.
The Vision of Children
Founded in 1991, Vision of Children (VOC) is a 501(c)(3) nonprofit based in San Diego that funds research to find cures for genetically caused vision disorders and provides resources and support to visually impaired children and their families. Wounded Warrior Homes, Inc.
Wounded Warrior Homes, Inc. is a 501(c)(3) nonprofit. Its mission is to provide Transitional Housing and Reintegrative Services for post 9/11 combat veterans with Traumatic Brain Injury (TBI) and Post-Traumatic Stress Disorder (PTSD). Renovation is needed to replace three restrooms at York/Harvest House in Vista and to acquire and install an air conditioning unit that meets energy and use levels to keep veteran residents comfortable. Today’s allocation of $36,815 will help with renovation cost for bathrooms and an AC unit for post 9/11 combat veterans located at 1401 York Drive, Vista, CA 92084.
