COMMUNITY ENHANCEMENT AND NEIGHBORHOOD REINVESTMENT PROGRAM GRANTS (DISTRICT: 1)

OVERVIEW

The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.

RECOMMENDATION(S)

VICE-CHAIR NORA VARGAS

1.                     Allocate $6,000 from the Community Enhancement Program budget (Org 12900) to Asian Pacific American Coalition San Diego to promote voter registration, U.S. citizenship preparation and education activities, and civic forum events to engage residents within the AAPI community.

2.                     Allocate $40,000 from the Community Enhancement Program budget (Org 12900) to Cesar Chavez Service Clubs, Inc. to provide funding towards the creation of a documentary film highlighting the history of the United Domestic Workers within the labor movement.

3.                     Allocate $10,000 from the Community Enhancement Program budget (Org 12900) to City of Imperial Beach to provide support for the city's Spooktacular & Dia de los Muertos Festival, an event that provides an enrichment opportunity in the South Bay for residents that may face socio-economic challenges, creating equity among an underserved population allowing Imperial Beach to celebrate our culturally diverse, border community.

4.                     Allocate $5,000 from the Community Enhancement Program budget (Org 12900) to Foundation for Women Warriors to support funding for staff to assist with warehouse operations and outreach activities.

5.                     Allocate $20,000 $8,000 from the Community Enhancement Program budget (Org 12900) to The Friends of Chula Vista Parks & Recreation to support the annual South Bay Pumpkin Smash by funding an Organizer position who can help coordinate, manage, and promote the event; and to fund print advertising including full-page ads in local newspapers; and to purchase directional signage and banners to promote the event.

6.                     Allocate $5,000 from the Community Enhancement Program budget (Org 12900) to Girls on the Run of San Diego to support Girls on the Run Program, a 10-week program for 1,000 girls in grades 3 to 8 throughout the County that encourages positive character development, and Camp Girls on the Run, a 1-week summer camp designed to provide social-emotional learning opportunities to girls entering 3rd to 5th grades.

7.                     Allocate $10,000 from the Community Enhancement Program budget (Org 12900) to The Grandparent’s Connection, Inc. to provide support for The Grandparents Connection's Annual Picnic, an outdoor event for the community with children's activities, vendors, and educational resources.

8.                     Allocate $14,718 from the Community Enhancement Program budget (Org 12900) to Imperial Beach Neighborhood Center to provide funding towards staff support for the Neighborhood Food Pantry.

9.                     Allocate $15,000 from the Community Enhancement Program budget (Org 12900) to Mingei International, Inc. d.b.a. Mingei International Museum to support the Mingei's Community Monday’s program that shares the museum's new theater, free of charge, with underserved arts and culture organizations, nonprofit community groups, and individual artists from diverse, underserved communities.

10.                     Allocate $20,000 from the Community Enhancement Program budget (Org 12900) to The Otay Mesa Chamber of Commerce to provide funding towards continuing to coordinate vaccination clinics in Otay Mesa, including boosters and updated vaccinations pending availability; and to support developing seminar/webinars focused on trade compliance issues.

11.                     Allocate $7,500 from the Community Enhancement Program budget (Org 12900) to San Diego Black LGBTQ Coalition to support Black Pride Celebration 2022 event covering cost-of-venue space and staffing, as well as entertainment costs to support local Black LGBTQ performers and increase tourism.

12.                     Allocate $20,000 from the Community Enhancement Program budget (Org 12900) to San Diego Mountain Biking Association to support staff salaries to allow for increased capacity to efficiently reach project timelines to provide better trails for all users; and to provide funding for printed materials, signs, video production, graphics, trail bells/boxes, volunteer shirts, and outreach event supplies to promote trail courtesy and community engagement among all trail users throughout San Diego County.

13.                     Allocate $15,000 from the Community Enhancement Program budget (Org 12900) to San Diego Youth Symphony and Conservatory to support their Opus Project providing after-school music education that will serve about 200 students annually in the Chula Vista Elementary School District.

14.                     Allocate $25,500 from the Community Enhancement Program budget (Org 12900) to Spring Valley Chamber of Commerce to support their revitalization program including support for their 22nd Annual Safety Officers Appreciation Dinner, the Back-to-School Jam event, business mixers and seminars, and their annual holiday party.

15.                     Allocate $10,000 from the Community Enhancement Program budget (Org 12900) to Spring Valley Community Alliance to help pay the cost of planning, organizing, and hosting the Spring Valley Day Community Event which includes services necessary to host community day events from staging, permits, pony rides, carnival rides, restrooms, waste disposal, event signage, a disk jockey, and event insurance.

16.                     Allocate $2,400 from the Community Enhancement Program budget (Org 12900) to Wheelchairdancers.org d.b.a. Wheelchair Dancers Organization to support their Inclusive Dancers Program of 7 weekly classes by providing instructor stipends, student rentals, and equipment to participants. Funding also includes support for their Annual Showcase for participants to perform cha-cha, salsa, and other numbers.

17.                     Establish appropriations of $2,344 in the Community Enhancement budget (Org 12900) based on unused portions o prior year allocation to be allocated to future projects in Fiscal Year 2022-23. (4 VOTES)

18.                     Amend the purpose of the 05/10/2022 (11) allocation of $50,000 from the Neighborhood Reinvestment Program budget (Org 15650) to Heaven’s Windows to allow for the acquisition of a van to benefit their Child Nutrition Program.

19.                     Amend the purpose of the 03/01/2022 (6) allocation of $28,990 from the Neighborhood Reinvestment Program budget (Org 15650) to The Regents of the University of California to allow for the purchase of a temperature data logger, a peristaltic dispensing pump, a hot water bath, and a tabletop bottle capper.

20.                     Find that each of the proposed grants has a public purpose.

21.                     Authorize the Office of Financial Planning to enter into agreements and make minor amendments to agreements that do not change the purpose or amount of the grant to organizations awarded funds.

We recognize the systemic impacts that inequitable policies may create for residents in San Diego County. Find that these proposed allocations of funds are intended to improve the quality of life throughout the County by providing funds for non-profits and local agencies whose work addresses inequities, promotes quality of life and improves outcomes that align with the vision of our county. Organizations and agencies were chosen based on their location or the demographics they serve with a focus on organizations and agencies that focus on vulnerable community members, youth and seniors, and other inclusive community events. The organizations that were chosen work to promote a sense of belonging and utilize equity in their operations, outreach, and programs. Their supporting documents were reviewed as well as impact reports and community testimony.

FISCAL IMPACT

Funds for these grant requests are included in the Fiscal Year 2022-23 Operational Plan for Community Enhancement Program budget (Org 12900). The fiscal impact of these recommendations is $226,118 $214,118 from the Community Enhancement Program budget (Org 12900). The funding source is Transient Occupancy Tax Revenues. There will be no change in net General Fund cost and no additional staff.

BACKGROUND

Asian Pacific American Coalition San Diego
Asian Pacific American Coalition San Diego works to cultivate, non-partisan civic engagement to forward voices of San Diego’s Asian Pacific American community, including improving the quality of life, and contributing to the social, economic, and civic strength of San Diego’s AAPI communities. Today’s allocation of $6,000 will
support the Asian Pacific American Coalition’s efforts to promote non-partisan voter registration by informing persons of the voting process, U.S. citizenship preparation and education activities, and civic forum events to engage residents within the AAPI community.

Cesar Chavez Service Clubs, Inc.
Founded in 2000, Cesar Chavez Service Clubs, Inc. is dedicated to teaching our youth to believe in themselves and to know that they can make a difference. They offer innovative leadership development programs active in many schools throughout the region, built on the values of Cesar Chavez and are designed to engage service club members in leadership and community service activities. Today’s allocation of $40,000 to Cesar Chavez Service Clubs will provide funding towards the creation of a documentary film highlighting the history of the United Domestic Workers within the labor movement.

City of Imperial Beach
The City of Imperial Beach was incorporated in 1956 and is the southernmost beach town in California. Just 5 miles north of the U.S.-Mexico border, Imperial Beach includes a 4-mile stretch of beach offering a host of activities including great surfing, sport fishing, beach volleyball, and horseback riding along the coast. Today’s allocation of $10,000 to City of Imperial Beach
will provide support for the city's Spooktacular & Dia de los Muertos Festival, an event that provides an enrichment opportunity in the South Bay for residents that may face socio-economic challenges, creating equity among an underserved population allowing Imperial Beach to celebrate our culturally diverse, border community.

Foundation for Women Warriors
The Foundation for Women Warriors has been dedicated to honoring and empowering women veterans for over 100 years. Their programs are designed to enhance the personal and economic wellbeing of women veterans and address the growing needs of the increasing population of military women transitioning to civilian life. Today’s allocation of $5,000 to Foundation of Women Warriors will
provide funding for staff support to assist with warehouse operations and outreach activities.

The Friends of Chula Vista Parks and Recreation
Established in 2004, The Friends of Chula Vista Parks and Recreation is a non-profit organization, whose mission is to promote and assist recreational projects and programs in the community, by raising funds, identifying resources, and coordinating services, all with an emphasis on youth. Working with the City of Chula Vista’s Recreation Department, the Friends have evolved to meet the changing demographics, needs, and desires in the community. Today’s allocation of
$20,000 $8,000 to Friends of Chula Vista Parks and Recreation will provide support to the annual South Bay Pumpkin Smash by funding an Organizer position who can help coordinate, manage, and promote the event; and to fund print advertising including full-page ads in local newspapers; and to purchase directional signage and banners to promote the event.

Girls on the Run of San Diego
Founded in 1996, Girls on the Run of San Diego helps teach critical life skills as the cornerstone of research-based programs. Small teams are trained by volunteer coaches to inspire girls of all abilities to strengthen their confidence and other important life skills through dynamic, interactive lessons and physical activity. Girls on the Run of San Diego is the local chapter of Girls on the Run International which has served over 2 million girls across North America. Today’s allocation of $5,000 will
support Girls on the Run Program, a 10-week program for 1,000 girls in grades 3 to 8 throughout the County that encourages positive character development, and Camp Girls on the Run, a 1-week summer camp designed to provide social-emotional learning opportunities to girls entering 3rd to 5th grades.

The Grandparent’s Connection, Inc.
The Grandparent’s Connection, Inc. is a group of grandparents offering support to grandparents and relatives in raising children under the age of 18. Support is provided in the form of events with open discussions and guest speakers who focus on issues affecting grandparents, and they provide school clothing and backpacks, educational supplies, mentoring, computer classes, support for family emergencies, and more. Today’s allocation of $10,000 to The Grandparents Connection will provide support for their annual picnic, an outdoor event for the community with children's activities, vendors, and educational resources.

Imperial Beach Neighborhood Center
The Imperial Beach Neighborhood Center is a local, non-profit organization founded in 2018. It is committed to addressing the needs of the community of Imperial Beach which include food insecurity, homelessness, and supporting those in need with the necessary resources for a positive change. The Center engages the community to work together in order to create a more unified and empowered neighborhood. Today’s allocation of $14,718 to Imperial Beach Neighborhood Center will provide funding towards staff support for their Neighborhood Food Pantry.

Mingei International, Inc. d.b.a. Mingei International Museum
Mingei International, Inc. d.b.a. as Mingei International Museum is dedicated to furthering the understanding of art of the people (mingei) from all eras and cultures of the world. Established in 1978, the museum provides the opportunity for an ever-increasing number of people of diverse ages and backgrounds to experience these enduring expressions of human creativity that know no boundary of time, place, or culture. Today’s allocation of $15,000 will
support the Mingei's Community Mondays program that shares the museum's new theater, free of charge, with underserved arts and culture organizations, nonprofit community groups, and individual artists from diverse, underserved communities.

The Otay Mesa Chamber of Commerce
The Otay Mesa Chamber of Commerce is the premier San Diego business organization providing its members with business resources and access to local and global markets. Poised by the economic impacts developed by the creation of the Otay Mesa Port of Entry in 1985, the Chamber was founded in 1987 under the leadership of a group of visionaries who wanted to have their interests represented. Otay Mesa is a strategic region in South County San Diego along the international border, home to California’s largest commercial land port of entry with more than $38 billion in trade annually. Today’s allocation of $20,000 to Otay Mesa Chamber of Commerce
will provide funding towards continuing to coordinate vaccination clinics in Otay Mesa, including boosters and updated vaccinations pending availability; and to support developing seminar/webinars focused on trade compliance issues.

San Diego Black LGBTQ Coalition
The San Diego Black LGBTQ Coalition was founded in 2015 to strengthen the Black LGBTQ community in San Diego. The San Diego Black LGBTQ Coalition strives to be a haven for their strong and vibrant community. As a central hub for LGBTQ Black life, their primary focus is connecting community members to resources, events, and outlets that support and enrich life, and providing opportunities to strengthen their community. Today’s allocation of $7,500 to the San Diego Black LGBTQ Community will support the Black Pride Celebration 2022 event covering cost-of-venue space and staffing, as well as entertainment costs to support local Black LGBTQ performers and increase tourism.

San Diego Mountain Biking Association
The San Diego Mountain Biking Association (SDMBA) is a volunteer-driven, non-profit organization dedicated to maintaining and improving sustainable trail access for mountain biking in San Diego County. Formed in 1994, SDMBA is one of the largest regional trail advocacy organizations in the US with more than 1,400 members. They were honored as the 2020 Community Member of the Year by the San Diego County Parks and Recreation Department. Today’s allocation of $20,000 to San Diego Mountain Biking Association will provide funding to support staff salaries to allow for increased capacity to efficiently reach project timelines to provide better trails for all users; and to provide funding for printed materials, signs, video production, graphics, trail bells/boxes, volunteer shirts, and outreach event supplies to promote trail courtesy and community engagement among all trail users throughout San Diego County.

San Diego Youth Symphony and Conservatory
For over 75 years, San Diego Youth Symphony and Conservatory has served as a catalyst for investing in the future of thousands of young San Diegans through the study of performance of music. They are San Diego’s most comprehensive provider of cradle-to-college music education programming and a national leader in innovative community outreach, serving thousands of young musicians and their families every year. Today’s allocation of $15,000 to San Diego Youth Symphony and Conservatory will support their Opus Project providing after-school music education that will serve about 200 students annually in the Chula Vista Elementary School District.

Spring Valley Chamber of Commerce
Founded in 1935, the Spring Valley Chamber of Commerce has provided dedicated services to its members and to the community at large. The Chamber helps its members stay informed of local community activities and issues by working with other civic groups and public officials. They promote local directories of Spring Valley businesses and organizations, community brochures, and maps. Today’s allocation of $25,500 to Spring Valley Chamber of Commerce

Spring Valley Community Alliance
Spring Valley Community Alliance works toward strengthening the community and passionately advocating for everyone who lives and works in Spring Valley. Their vision is for a diverse, healthy, and safe Spring Valley where residents are committed to the prosperity of their community. Today’s allocation of $10,000 to Spring Valley Community Alliance
to help pay the cost of planning, organizing, and hosting the Spring Valley Day Community Event which includes services necessary to host community day events from staging, permits, pony rides, carnival rides, restrooms, waste disposal, event signage, a disk jockey, and event insurance.

Wheelchairdancers.org d.b.a. Wheelchair Dancers Organization
Wheelchairdancers.org d.b.a. Wheelchair Dancers Organization was founded in 2008 and offers free social dance classes for the mobility challenged as an opportunity to experience the ultimate joy and empowerment of ballroom, Latin, and Contemporary dance. Their vision is to utilize dance as a vehicle to broaden opportunities and resolve issues of exclusion facing children and adults with physical challenges. Today’s allocation of $2,400 to Wheelchair Dancers Organization will
support their Inclusive Dancers Program of 7 weekly classes by providing instructor stipends, student rentals, and equipment to participants. Funding also includes support for their Annual Showcase for participants to perform cha-cha, salsa, and other numbers.

LINKAGE TO THE COUNTY OF SAN DIEGO STRATEGIC PLAN

Today’s proposed actions to approve the grant allocations for the Neighborhood Reinvestment and Community Enhancement Programs supports the Sustainability, Community, and Equity Initiatives in the County of San Diego’s 2022-2027 Strategic Plan by providing an opportunity for the Board of Supervisors to assist non-profits and public agencies’ programs and services that stimulate tourism, promote the economy, create jobs, enhance a better quality of life, and/or fund one-time community, social, environmental, educational, cultural, or recreational needs that serve public purposes in the county.
