OVERVIEW
Neighborhood Reinvestment Program funding assists nonprofit organizations in providing essential services to citizens of San Diego County. Reinvesting taxpayer money in worthwhile organizations is a benefit to the citizens and communities of North County.
RECOMMENDATION(S)
SUPERVISOR JIM DESMOND
1. Allocate $10,800 from Neighborhood Reinvestment Program budget (Org 15670) to Feeding San Diego to help purchase manual and electric pallet jacks and electrical outlet installation for food distribution efficiency located at 9477 Waples Street STE 100, San Diego, CA 92121.
2. Allocate $60,000 from Neighborhood Reinvestment Program budget (Org 15670) to Interfaith Community Services, Inc. to help with the purchase of an elevator including shaft, elevator, structural steel, roofing, stucco and carpentry; electrical equipment such as lighting package, controls and electrical devices; and fire detection and alarm systems for the new healing center located at 555 N. Center City Parkway, Escondido, CA 92025.
3. Allocate $50,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Moonlight Cultural Foundation to help with technical needs such as digital mixing consoles, stage lights, speakers, fogging system, Clearcom Charing dock, LED work light and Genie Lift to improve the environmental sustainability of the venue.
4. Allocate $100,000 from Neighborhood Reinvestment Program budget (Org 15670) to the Valley Center Fire Protection District to assist with grading and road access improvements on a 10-acre site for Valley Center Fire Station 3 site on Cole Grade Road, Valley Center, CA 92082.
5. Find that these grants have a public purpose.
6. Authorize the Deputy Chief Administrative Officer/Chief Financial Officer to execute grant agreements with the organizations awarded grants establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grants but do not increase the grants.
7. Find that the allocations identified in Recommendation Nos. 1 through 4 are exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines.
FISCAL IMPACT
The fiscal impact of these recommendations is $220,800. Funds for this request are included in the Fiscal Year 2020-2021 Operational Plan for the Neighborhood Reinvestment Program (Org 15670). The funding source is General Purpose Revenue. There will be no change in net General Fund cost and no additional staff years.

BACKGROUND
Feeding San Diego
Feeding San Diego helps the most vulnerable members of society by addressing their most crucial and basic need - a secure supply of fresh, healthy food. Serving more than 3.2 million meals to people in 2020, Feeding San Diego’s mission is to lead our local community in the fight against hunger. Within District 5, they provide services in collaboration with 24 nonprofit agency partners. Feeding San Diego operates 21 direct-to-client services sites distributing more than 4.5 million pounds of food annually. Due to the COVID-19 pandemic, disruptions to the food supply and economic instability have led to a 50% increase in need. Today’s allocation of $10,800 will help to purchase manual and electric pallet jacks and electrical outlet installation for food distribution efficiency located at 9477 Waples Street STE 100, San Diego, CA 92121.
Interfaith Community Services, Inc.
Founded in 1979, Interfaith Community Services, Inc. (Interfaith) is a comprehensive social services agency in North San Diego County, working to break the cycle of poverty and homelessness. A Live Well San Diego partner, Interfaith collaborates with over 75 governmental agencies and community-based organizations to support vulnerable residents in achieving independence. They provide both immediate safety net services and life-changing programs that help stabilize and rebuild the lives of people in crisis. Wraparound services include Supportive Services, Employment and Economic Development, Housing, Critical and Behavioral Health, and Recovery and Wellness. Interfaith has purchased and is renovating a 77-room motel property located in Escondido. The property will be transformed into a healing center that co-locates Interfaith’s successful Recuperative Care Program for individuals and couples facing homelessness. Today’s allocation of $60,000 will help with the purchase of an elevator including shaft, elevator, structural steel, roofing, stucco and carpentry; electrical equipment such as lighting package, controls and electrical devices; and fire detection and alarm systems for the new healing center located at 555 N. Moonlight Cultural Foundation
Moonlight Cultural Foundation is a nonprofit organization established in 1974 with the mission of working together with citizens to enhance and inspire community through meaningful cultural arts experiences. Committed to arts education, the Moonlight Cultural Foundation serves local children through its education and outreach programs that provide free performances and training in musical and technical theater. Today’s allocation of $50,000 will help the Moonlight Cultural Foundation with technical needs such as digital mixing consoles, stage lights, speakers, fogging system, Clearcom Charing dock, LED work light and Genie Lift to improve the environmental sustainability of the venue.
Valley Center Fire Protection District
The Valley Center Fire Protection District (VCFPD) was formed by a majority vote by the people in 1982. The mission of the Valley Center Fire Protection District is to provide exceptional All-risk fire, emergency medical, and community risk reduction services critical to public safety, health, and the preservation of life and property. The District is governed by a 5-member elected Board of Directors. The VCFPD is 84.5 sq. miles and serves a population of over 23,000 people. They respond to approximately 1,300 calls each year. Within the last few years, response times have increased to 9 minutes due to an increase in traffic caused by community growth and the expansion of local casino venues. To help alleviate the load and to provide better service to the community, the VCFPD will begin construction on a third fire station in the northern part of the District. Today’s allocation of $100,000 to the Valley Center Fire Protection District will assist with grading and road access improvements on a 10-acre site for Valley Center Fire Station 3 site on Cole Grade Road, Valley Center, CA 92082.
