Overview
The Compensation Ordinance, enacted by the Board of Supervisors (Board), establishes procedures for compensating County of San Diego employees. The Department of Human Resources recommends updates based on organizational needs to attract and retain a skilled, adaptable, and diverse workforce. Today’s proposed amendments support this goal.
Today’s recommendations are for the Board to approve the introduction of the amendments to the Compensation Ordinance in support of organizational changes (first reading). If the Board takes action as recommended, then on September 1, 2026, staff recommends the Board adopt the ordinances (second reading). If the proposed ordinances are altered on September 1, 2026, then on that date a subsequent meeting date will be selected for the adoption of the ordinances.

Recommendation by Chief Administrative Officer:
1)Approve the introduction of the Ordinance (first reading): AN ORDINANCE AMENDING COMPENSATION ORDINANCE AND ESTABLISHING COMPENSATION
2) If on August 18, 2026, the Board takes action as recommended in item 1 above, then, on September 01, 2026, approve the adoption of the Ordinance (second reading): AN ORDINANCE AMENDING COMPENSATION ORDINANCE AND ESTABLISHING COMPENSATION
3) If the proposed ordinance is altered on September 1, 2026, then on that date a subsequent meeting date will be selected for adoption of the ordinance.

Fiscal Impact
Funds for this request are included in the Fiscal Year 2026-28 Operational Plan in the impacted departments. If approved, this request will result in costs and revenue of $0.1 million in Fiscal Year 2026-27, and costs and revenue of $0.1 million in Fiscal Year 2027-28. The funding source is program revenue. There will be no change in net General Fund costs and no additional staff years.

Background
Today’s recommendation amends the Compensation Ordinance by adding Chief Health Information Officer, Behavioral Health Services; Psychiatric-Mental Health Nurse Practitioner; and Policy Chief; deleting terminal classifications; designating terminal classifications; retitling various classifications; updating salary ranges for Director, Sheriff’s Legal Affairs; Assistant Chief Investigator; Chief Investigator; District Attorney Legal Operations Administrator; and Chief District Attorney Administrative Officer; salary grade changes to Executive Finance Director and Director, Behavioral Health Services; removing the twelve month period for temporary assignments in the Unclassified Service; adding classifications to be eligible for the Edgemoor Pass Through which provides payment of State funds to some health care services workers in skilled nursing facilities; and adding language to include Behavioral Health Services and Director, Behavioral Health Services in various sections.
